Learning and People Development Consultant

Purpose Ensures the effective delivery of the Human resources administration function and service according to Service contract deliverables and KVR processes. This includes Submission of reports to the various bodies, aligned to the compliance requirements, quality assurance of information and resources to ensure compliance, Application and activation of various funding projects, Documentation management to support the processes followed, SETA liaison, ad-hoc service delivery as required by the client
KPA TASKS/ OUTCOMES
1. Skills Development Facilitation
- Develop Workplace Skills Plan and Pivotal Plan
- Submission of the Workplace Skills Plan and Pivotal Plan to the relevant Seta within the given timeframes
- Liaising with the relevant Seta to ensure that the client receives all disbursements available (Mandatory and Discretionary)
- Establishing and assisting the Skills Development Committee (For companies with more than 50 staff)
- Advise on the implementation of the Workplace Skills Plan and Pivotal plan, and allocate correct resources / providers where KVR Training is not relevant
- Application submission for Discretionary Grants / other grants available
- Drafting of the Annual Training Report against the approved Workplace Skills Plan and Submission hereof to the relevant Seta
- Advising on quality assurance requirements as set out by the relevant Seta
- Serving as a contact person between the employer and tge relevant Seta
- Providing telephonic and Face-to-face contact with the clients
- Initiating and guiding the training committee
- Sourcing applicable accredited training providers in terms of the budget, strategic skills profile and schedule, should KVR Training be unsuitable for the required training
- Assist the clients with relevant documents for the purpose of BBBEE Verification
- Liaise with the client’s BBBEE consultant to ensure the correct training / funding is applied for, that will align to the client’s BBBEE target needs
- Assist the training department in Activating the Workplace approval where relevant
2. Employment Equity Consultation
- Conduct a Workplace Analysis
- Coordination of the process to complete the Relevant Department of Labour forms, by all employees
- Coordination of the process necessary to establish the Employment Equity forum / Committee
- Providing appointment letters for Employment Equity Manager and Forum / Committee
- Coordination of the process to appoint the Employment Equity Manager
- Training the Employment Equity Forum / Committee members on the requirements of the Employment Equity Act and their role as part of the committee
- Develop the Employment Equity Plan as required by the Act
- Assist the client in Structuring of the recruitment and succession planning policy that will lead to development of Numerical Goals and Targets, that is in line with the legislative Mandate
- Alignment of the Numerical Goals and Targets according to the Sectoral Sub-Minimum recommendation
- Alignment of the Remuneration in accordance with the National Minimum Wage Act
- Development of the EEA2 and EEA4, and successful submission thereof to the Department of Labour
- Quarterly Forum meetings per year
- Application of the letter of Good standing / Compliance for the Designated and non-Designated employers
- Compilation of the EE Compliance file to be used as a tool to confirm the processes followed pertaining to alignment and compliance requirements of the EE Act
3 Sales
- Constantly seek opportunities to upsell additional Services to existing clients
- Soliciting of new business on a monthly basis
Knowledge
- KVR, Service provider and SETA LMS & Department of Labour systems
- MS Office
- Electronic office equipment
- NQF & SAQA
- Broad understanding of Skills Development and Employment Equity Regulations:
- Training methodology
- Industry sector knowledge
- Client service management and delivery
- Minimum 3 years experience working on Various Seta Systems and Employment Equity Submission System (Strong Requirement)
- Own Vehicle and Valid Drivers License (Non-Negotiable)
