Technical Lead: Community and Stakeholder

**Main purpose of the job**
To provide technical guidance, strategic planning, governance, and management to MatCH Institute supported HIV/TB programmes, overseeing the successful delivery of the comprehensive community programme outputs and activities in KwaZulu Natal province. The incumbent will be responsible for managing and coordinating community-based sub-contracted organizations and provide technical support to districts on all community-level programmes implemented by MatCH in KwaZulu-Natal province. The incumbent acts as a pivotal point of contact for relevant stakeholders and supports the local/ district and provincial AIDS councils.
**Key performance areas**
Responsible for all implementation activities including (but not limited to):
- Provide oversight and technical guidance at strategic and district-level on the overall implementation and monitoring of HIV and TB Care and Treatment programmes in community within districts supported by MatCH Institute
- Facilitate and where required participate in MatCH Institute and discipline strategic planning sessions and design workshops relevant to achieving portfolio objectives.
- Oversee, Develop, review, and ensure implementation of care and treatment programme policies, procedures, and guidelines.
- Work closely with the M&E team to support setting up ongoing data management systems and provide analysis relevant to community implementation activities.
- Supports the implementation of the provincial and district HIV/TB implementation plans (PIPs and DIPs) respectively and other SAG initiatives and innovations in support of the National Strategic Plan for HIV, TB and STIs
- Serves as a conduit for information and communication, liaising among various PEPFAR implementing agencies (USAID, CDC, DOH, DSD, DoE, and other SAG Departments.
- Supervise and manage the duties of subordinates to ensure optimal staff utilisation and maintenance of sound labour relations.
- Support the Environmental mitigation and monitoring plan (EMMP) activities.
- Perform any other duties aligned to the role as assigned.
**Required minimum education and training.**
- MBChB or Public Health or BCur Nursing or relevant degree pertaining to the core scope of work of the position.
- Post graduate qualification in public health
- oriented field from an accredited institution is required.
- Unendorsed driving license is required.
**Professional body registration**
- Registration with relevant statutory professional body (if applicable)
**Minimum work experience**
- Minimum 6 years’ public sector experience; project management, experience in the field of HIV and AIDS programming.
- Experience in health management, health systems, business administration, public health or a related field.
**Desirable additional education, work experience and personal abilities**
- PhD in Public Health, Health Policy, Nursing, or related field.
- Certification in good clinical practice (GCP).
- Clinical expertise and experience managing complex operational research projects.
- Knowledge of DOH healthcare systems and structures including familiarity with
policies, programme priorities and regulations.
- Experience working with International NGOs particularly under PEPFAR funding
environment (CDC/HRSA/USAID).
- Fluency in one or more national South African languages.
- Exceptional strategic thinking and an ability to analyse and synthesise data from a
range of sources.
- Exceptional Interpersonal Skills with a strong ability to develop beneficial relationships
and networks in order to achieve results. Excellent communication and writing skills.
- Excellent collaboration and partnering skills in a teamwork environment.
- Ability to manage multiple priorities and projects while working as part of a team;
- Conflict handling, decision making, strong negotiation skills and
- Ability and willingness to travel.
