The Senior Facilities/ Operations Manager is responsible for the strategic and functional management of various assets, infrastructure, services and stakeholder engagement within the Precinct. This role will ensure that all assets, infrastructure, services and relationships with various stakeholders are managed professionally and in alignment with the company’s strategies, standards and requirements. The role will ensure that the Precinct as a whole, is managed and maintained to the highest standards in line with Company strategies & policies, Built Environment code of standards, Legislation, Financial requirements and stakeholder expectations. Key drivers will include the sustainability and efficiency of assets, services delivered and overall operational performance of assets, operational teams and associated vendors.

**Requirements**:

- Tertiary qualifications within the Built Environment, Construction, Engineering, Real Estate advantageous.
- Diploma / Certification in business management with financial modules.
- Diploma / Certification pertaining to Facilities Management.
- Professional membership / Registration with accredited property related associations.
- Certification pertaining to Health & Safety and Environmental Regulations.

Experience

Minimum of 10 years within an asset / property management environment of which 3 years at senior management level.

Core experience required:
Stakeholder management (tenants, local authorities, land owner)

Project Management

Financial Management (Expense, Capex, Life Cycle Budgets)

Service Level Agreements & Vendor Management

Planned & Preventative maintenance on buildings, systems & equipment

Management of operational teams & service providers Implementation and management of all applicable regulations, codes and standards.

Proven staff management including mentoring, succession planning and all related aspects of HC.

Proven tenant management skills and experience within the asset and property management environments

Utilities Management

Financial Management:
Ensures value and sustainability of assets are maintained by implementing projects inline with an approved budget, including pro active lifecycle and asset management

1. Manages the building/ property/ open spaces in terms of an approved budget and mandate of authority to maintain and increase the value of an asset to ensure tenant satisfaction and to the level in line with an P grade portfolio and world class city.

2. Prepares and motivates annual budgets (including 5 year CAPEX budgets) for presentation to Head of Asset Management for discussion and approval.

3. Ensures proper, detailed and accurate input in the preparation of monthly rolling forecasts.

4. Motivates, presents, approves and oversees maintenance and CAPEX projects in line with levels of authority.

5. Recommends strategic capex spend to unlock value of an asset or the city to achieve higher net income and returns.

6. Life Cycle planning and analysis of fixed assets, open spaces, mechanical and electrical equipment

Operations Management:
Oversees the management of an asset from an operational and financial perspective to ensure profitability and good reputation.

1. Provides input into the planning and design of new projects from asset management viewpoint and ensures that all operations related aspects are in place before hand-over.

2. Provides strategic input into the operational budget at the development stage of a new property to ensure feasibility for tenants and long term sustainability of assets.

3. Manages tenant guarantees to ensure best value for tenants and that contractual obligations are adhered to.

4. Project Manages ad-hoc projects depending on type and complexity of project.

5. Due Diligence management in the case of sales/ purchases.

City and Precinct management

Oversees the management of City open spaces from an operational, compliance, and stakeholder management

1. Ensure establishment and management of collaborative relationships with all relevant local authorities and any other state government agencies to facilitate information sharing, provide input and advice and undertake follow up actions to achieve objectives

2. Management of stakeholders, outside authorities and other relevant bodies for specialist advice and to form partnerships and joint initiatives aimed at reducing Waterfall City's spend on public open space infrastructure maintenance"

3. Manage new and emerging policy/ guidance/ community based threats which could have an impact on public open space management.

4. Managing processes aimed at securing compliance with the various licenses issued by provincial environmental management authority

5. Manage and optimize Johannesburg Municipality

service delivery to the precinct.

6. Stakeholder management vis a vis the landowner with a focus on relationship strengthening.
