**Facilities Manager: Wind Tunnel**

**About the job**:
The CSIR has a vacancy for a **Facilities Manager: Wind Tunnel** in the Aeronautic Systems Impact area, within the Defence and Security cluster. The incumbent will be responsible for the management of the CSIR’s wind tunnel plant suite and the associated personnel in the wind tunnel technology and maintenance knowledge area. This position is based in Pretoria.

**Key responsibilities**:

- Compile and manage budgets for each separate Aeronautic Systems experimental facility;
- Calculate yearly usage of each facility and determine charge out cost per unit usage;
- Ensure the reliable availability of the wind tunnel plants and personnel to service the external contracts by the project teams.
- Compile and manage a yearly Research Group budget for the facility-associated personnel;
- Create and manage service sub-groups to the facilities according to well-demarcated technology areas (e.g., facility maintenance, Wind Tunnel balances, instrumentation and software, calibration tunnel, IT technology;
- Allocate and manage the deployment of facility test team personnel according to the project requirements;
- Manage the succession planning, training requirements, and pipeline streams for dedicated WT facility personnel;
- Monitor and administer the security of Wind Tunnel infrastructure and services, following security best practices and standards, and ensuring personnel security clearances;
- Maintain proper configuration management practices across the WT Infrastructure systems, to ensure speedy resolution of incidents, risk mitigation, and minimum disruption of services;
- Maintain alignment to quality standards (e.g. ISO), best practices, governance and legislative requirements (e.g. Information Security, POPI, ECT Act.) to ensure a high level of customer satisfaction;
- Manage hardware life cycles (obsolescence management) to ensure WT facility hardware remains operational and updated as the need arises;
- Participate in the Impact Area management meetings as required by the Impact Area Manager.

**Qualifications, skills and experience**:

- A Bachelor’s degree in mechanical or electrical engineering with at least ten years’ experience in plant and maintenance personnel management;
- A Government Certificate of Competency (GCC) in mechanical engineering is advantageous;
- Must be registered with Engineering Council of South Africa (ECSA);
- Experience in Wind Tunnel plant maintenance will be advantageous;
- Experience in WT plant risk assessments;
- Experience in plant EHS Systems audits;
- Experience in project management, i.e. Working within;
- Experience in working together with multi-disciplinary teams during the design, engineering, implementation, and operations of WT test campaigns;
- Working experience in Service Management processes;
- Working experience in the design and implementation of processes and procedures;
- High proficiency in the use of Microsoft Office suite;
- Proficiency in the use of MAXIMO CMMS software;
- Knowledge of National Treasury State Owned Entity (SOE) procurement procedures;
- Excellent communication and presentation skills;
- Conflict management skills;
- A valid South African driver’s license(Code B);
**SA Citizenship is necessary, as a Security Clearance is required for this position.**
