Analyst - Policy and Regulation

-The main purpose of this position is to draft, review and provide input to national payment system (NPS)-related policies, regulations, legislation, frameworks, practices, procedures and the licensing of payment institutions to ensure an appropriately regulated NPS.
-Detailed Description

Support the coordination of, and administer, policy and regulation dialogues, and assist in the establishment and administration of necessary committees.
- Assist with reviewing and making recommendations on the rules and constitution of the payment system management body (PSMB).
- Monitor and identify policy, regulatory and legislative developments, both domestically and internationally.
- Assist with the development of, and the provision of input to, the NPS and other relevant policy, regulatory, supervisory and oversight framework(s) in line with international standards.
- Proactively identify and analyse NPS risks, and report these to management.
- Coordinate industry initiatives to enhance the safety, efficiency and integrity of the NPS.
- Contribute to domestic policy and regulatory forums.
- Conduct research to keep abreast of policy and regulatory developments and best practice.
- Conduct training, capacity-building and the education of stakeholders, including consumers.
- Represent the South African Reserve Bank (SARB) in industry meetings, where required.
- Liaise with internal and external stakeholders on NPS developments.
- Attend to ad hoc tasks and responsibilities.
Job Requirements

an Honours degree in Accounting, Economics or Law; and
- a minimum of five years’ experience in the policy and regulatory environment.
Additional requirements include:

sound knowledge of the payment regulatory environment;
- a good understanding of NPS regulation and the legal framework;
- knowledge of policy, regulation and licensing;
- a strong understanding of the NPS;
- sound knowledge of research methodologies;
- proven facilitation and presentation skills;
- experience in project management and risk management;
- excellent interpersonal and communication skills (verbal and written); and
- proficiency in the use of Microsoft (MS) Office products.
