Position Title: Monitoring and Evaluation Officer

Organisation: Islamic Relief South Africa ‘IRSA’

Location: Western Cape Regional Office

Reports to: Learning, Development and Safeguarding Coordinator

Grade: TBD

Purpose of Position
- The Monitoring and Evaluation (M&E) Officer will be responsible for the design, coordination and implementation of the monitoring and evaluation, research, and learning framework of the Project.
- He/she will develop a systematic monitoring framework to improve the qualitative and quantitative evidence gathered by the Project. He/she will also provide technical assistance to the programmes department particularly in relation to monitoring, reporting and governance issues.

Key Accountabilities
- Monitoring and Evaluation - Implementation Support
- Support the coordination of project monitoring, support, and feedback to institutional donors including IR partners
- Track overall projects development in the region and identify trends to document ‘success stories’ and ‘lessons learned’;
- Support other relevant departments in ensuring that staff and partners are aware of and following donor compliance requirements.
- Build capacity with implementing partners and conduct regular field visits and spot-checks;
- Ensure project quality and performance, and track performance of IRSA-supported projects against project timelines, budgets, objectives, and deliverables;
- Operationalize the M&E framework designed for IRSA projects including and not limited to: designing project M&E tools for data collection, verification, and management and reporting as well as data audits;
- Contribute to the development, design and planning of projects so that (a) projects have a clear and feasible strategy towards impact that is in line with IRSA’s mission and strategy, and (b) projects include clearly defined measurable indicators of outputs, outcomes and impact;
- Contribute to outcome
- and evidence-based strategic decision-making at IRSA and promote a culture of evidence-based learning and adaptation;
- Build capacity of local communities, partners and staff on the logical framework, data management, data analysis and results-oriented programming, monitoring and evaluation methods and principles and report writing techniques and requirements for relevant donors to ensure compliance
- Play a lead role in projects involving other contracted evaluators and researchers
- Contribute to the development of proposals for possible new projects and project design
- Work confidently and productively on own initiative and manage a diverse and demanding workload to set timescales and deadlines
- Ensure that Routine Data Quality Assessment are implemented including inspection, cleaning and transformation of data with the goal of highlighting useful information, drawing conclusions which inform and support project decision-making
- Identify gaps within implemented projects and implement quality improvement plans to address identified gaps
- Supervise & support data capturers through motivation, direction, review and feedback of assigned tasks
- Ensure that data management documentation standards are adhered to at all times
- Perform such other duties as may be assigned by the supervisor
- Prepare periodic internal and/or donor reports by providing Monitoring and Evaluation data and content, ensuring that results are aligned to indicators outlined in results matrices and that reports are results based to improve quality of reporting
- Provide feedback to project managers for programme revisions and amendments based on monitoring or evaluation findings
- Contribute towards the strengthening and deepening of monitoring and evaluation functions through regular monitoring checks of projects.
- Provide capacity building on Monitoring and Evaluation to staff including through training, mentorship, coaching and sharing of information
- Develop and deliver training and capacity-building programs to stakeholders on M&E-related topics
- Prepare for project inception attend inception meetings and develop work plans
- Assist with project planning and preparation to facilitate a smooth implementation of project activities
- Assist with materials development in the form of programme theory and logic models, monitoring and evaluation data collection instruments, training manuals and presentations.
- Produce reports on M&E findings and prepare presentations based on M&E data as required.

Educational Qualification:

- A Degree or post graduate degree in Development Studies, Social Sciences, or other relevant disciplines.

Skills & Knowledge Required
- Minimum of three (3) years of professional experience in an M&E position responsible for implementing M&E activities of international development projects.
