RESPONSIBILITIES:
The incumbent’s responsibilities will be to (not limited to the following:

- ACQUISITION MANAGEMENT
- Assist staff with supplier selection;
- Ensure expenditure is within market value;
- Negotiate corporate deals for the use of customers; and
- Approve requisitions on the financial system as well as FOREX requisition approvals.
- DEVELOPMENT OF SUPPLIER BASE
- Develop and maintain a supplier base by maintaining relationships with suppliers;
- Evaluate new suppliers before addition to the list of creditors; and
- Source relevant suppliers to be registered on the UP database.
- CO-ORDINATING PROCESS AND COMMUNICATION
- Communicate procurement policies and requisition procedures to relevant stakeholders;
- Build and establish networks, partnerships, and cooperation agreements with relevant stakeholders; and
- Develop, maintain, and implement communication channels between relevant stakeholders to ensure the functioning of the division.
- TENDER ADMINISTRATION
- Assist various departments with the initialisation, evaluation and awarding of tenders;
- Manage online tender advertisement;
- Evaluate and advise on the drafting of tender documentation in cooperation with stakeholders;
- Evaluate tenders including the B-BBEE status of potential suppliers/contractors; and
- Prepare related tender reports.

MINIMUM REQUIREMENTS:

- Three (3) years’ National Diploma in Finance, Supply Chain, Commerce or Legal or another relevant field with at least three (3) years’ experience in the following areas:

- Commercial/procurement and/or finance;
- Procurement practices and systems;
- Supplier evaluation;
- Negotiations and conclusion of contracts; and
- Testing and sourcing new suppliers/technologies.

REQUIRED COMPETENCIES (SKILLS, KNOWLEDGE, AND BEHAVIOURAL ATTRIBUTES):

- Advanced knowledge of Procurement Policy;
- Advanced knowledge of procurement procedures;
- Advanced knowledge of commercial tender practices;
- Advanced knowledge of technology products and services;
- Proficiency in financial systems;
- Computer literacy (Microsoft Office);
- Negotiation skills;
- Interpersonal skills;
- Planning and organisational skills;
- Conflict management skill;
- Analytical skills;
- Communication skills (verbal and written)
- Team player;
- High level of integrity;
- Ability to multi-task;
- Ability to assist staff with the most effective and viable solutions; and
- Strong ethics and integrity.

ADDED ADVANTAGES AND PREFERENCES:

- Postgraduate Diploma in Supply Chain or another relevant field;
- One (1) year experience in procurement within a tertiary education environment; and
- Experience in the use of PeopleSoft or equivalent ERP system.

The annual remuneration package will be commensurate with the incumbent’s level of appointment, as determined by UP policy guidelines. UP subscribes to the BESTMED and UMVUZO medical aid schemes and contributes 50% of the applicable monthly premium.
