Head
- City Improvement Districts(CIDs)

**Requirements**:

- BComm / BCompt degree or relevant B degree
- Minimum of five (5) years’ relevant experience at an appropriate

level related to corporate, strategic and technical experience in

financial management and corporate governance
- A good understanding of urban management principles
- Sound experience with regard to financial management and

knowledge of relevant legislation related to CIDS
- Extensive knowledge of the Companies Act, Local Government

Legislation and City by-laws and policies
- Experience in managing multi-disciplinary teams
- Extensive knowledge of/ exposure to Council operations and

service delivery obligations will be advantageous
- Well-developed verbal and written communication skills
- Must be willing to travel locally to attend and address meetings at

all hours in various geographical locations
- Valid Code B driver’s licence.

Key Performance Areas
- Provide strategic direction to City Departments, politicians, CID

boards, CID auditors, CID accountants, CID managers, legal advisors,

SARS and Auditor-General on the complex legislative framework to

facilitate enhanced service delivery in a sustainable manner with

regard to city improvement districts
- Manage all compliance aspects relating to city improvement

districts (CIDs) which include the establishment, renewal and

extension of boundary processes as well as general compliance

matters to ensure accountable, open, transparent and inclusive

governance
- Manage all financial aspects relating to CIDs to ensure effective

oversight and financial management of public funds
- Calculate each CID’s additional property rate for inclusion in the

Corporate budget document through an extensive financial

modelling process to ensure affordability, sustainability and

collectability of CID budgets
- Review and maintain the CID policy and by-law as well as all forms,

templates, notices and standard operating procedures
- Manage a multidisciplinary team and dealing with all CID related
