Project title: Technical Assistance Facility Support to South Africa's Just Energy Transition - JET South Africa Reference number: EC-INTPA / PRY / / EA-RP / Duty station: Pretoria, South Africa Provisional date of invitation to tender: October Indicative start date of the project: 1st March Estimated Project duration: 60 months Deadline for submission of the 1st round of applications: 20th October Project description: The Overall Objective (Impact) of this Action is to promote a just and sustainable energy transition in South Africa. Specific Objectives (SO) SO1: Improve policy and regulatory framework for a just energy transition. SO2: Enhance the effectiveness of the TVET system in matching skills to just energy transition, with a particular focus on those most affected by the transition. SO3: Enhance the effectiveness of financing instruments for the creation, transition, upscaling and development of SMMEs active in green economy value chains or willing to invest in low carbon production processes. Outputs 1.1 Contributing to Outcome 1 (or Specific Objective 1): Enhanced capacity of government and government ministries and departments as well as agencies and public entities (e.g. future independent network operator) for policy development and implementation in the area of just and green energy transition as well as social protection system strengthening interventions. 1.2 Contributing to Outcome 1 (or Specific Objective 1): Strengthened strategic partnerships between local and international DFIs, government and government departments and ministries, provincial government, business and industry associations and bodies, think tanks. 2.1 Contributing to Outcome 2 (or Specific Objective 2): People, in particular women, youth, and those from the bottom 40% or socio‑economically disadvantaged and people with disabilities have enhanced access to demand driven TVET and education content aligned with the just and green transition. 2.2 Contributing to Outcome 2 (or Specific Objective 2): Strengthened human and technical capacities of TVETS and entities responsible for lifelong training programmes, public, private and civil society actors in affected mining areas to provide support to target groups. 3.1 Contributing to Outcome 3 (or Specific Objective 3): Enhanced access to financing instruments and funding support to SMMEs and entrepreneurs for green investment, inclusive growth, innovation and decent employment, with a particular focus on the bottom 40% or socio‑economically disadvantaged, black‑owned, women‑owned, youth and people living with disability‑owned enterprises, in green circular economy and other sustainable sectors. 3.2 Contributing to Outcome 3 (or Specific Objective 3): SMMEs and entrepreneurs (including youth and the bottom 40% or socio‑economically disadvantaged) have an increased access to Business Development and green technology, knowledge and skills development services. Key Expert Profile Key Expert 1: Team Leader & Just Energy Transition Policy Expert Qualifications and skills: Master's degree (or equivalent) in economics, management, engineering, architecture, energy economics, environmental economics, development studies, finance, law, or other relevant discipline. In the absence of a Master degree in above mentioned fields, at least 10 years of professional experience in Just Energy Transition. Proven ability to work with a wide range of Governmental, non-governmental, private sector and financial institutions, and civil society stakeholders and groups and facilitating policy dialogues. Proficiency in English is mandatory. General professional experience: At least 10 years of professional experience in at least 2 of the following areas: a) energy sector reform with emphasis on strengthening the energy policy and regulatory framework with emphasis on sustainable / clean energy; b) energy efficiency and renewable energy standards and technologies; c) enhancing energy supply through on-grid and off-grid renewable energy installations / technologies; d) electricity market regulation and electricity supply; e) green hydrogen policy; f) sustainable finance / access to finance including experience in financial blending and facilitating public‑private partnerships for sustainable energy contracts; g) organisational development and institutional capacity building of Government entities in charge of sustainable energy; Minimum 8 years of experience in programme / project management; Specific professional experience: Minimum 5 years of proven experience as Team Leader or in another management position in internationally funded projects / programmes, preferably in EU funded technical assistance projects in the areas of just energy transition / sustainable energy; Minimum 5 years of international experience in organisational development and / or institutional capacity building of institutions dealing with just energy transition / sustainable energy policy development or implementation, research or skills development; Minimum 3 years of experience in socio‑economic / labour market assessments and / or creation of green jobs and / or adaptation of skills of workers to the demands of the labour market in the just energy transition context; Minimum 2 years of experience in the Republic of South Africa is required, and experience with South African Government and / or private sector stakeholders on Just Energy Transition in South Africa will be a strong advantage. #J-18808-Ljbffr
