of Services to be provided:
Under the direct supervision of the Senior Technical Advisor -PMIS and oversight supervision from the Principal Technical Advisor-PRS, the Consultant will:

  • Review of current background documents, reports, and global references on the current situation on implementation of regulatory IMS on the continent.
  • Review the adoption of current RIMS platforms, including the RIPS Zanzibar system, IRIMS, OpenRIMS, OpenPV, PIRIMS, and opportunities for scaling implementation. This should include a review of the existing systems for support in the adoption of relevant data standards and the identified minimum common standards that have not been incorporated into the existing digitalized systems.
  • Assess national and regional regulatory frameworks, collaborations, bureaucratic barriers, and prospects for the inclusion of common standards for regulatory information management systems.
  • Undertake an analysis of the digital infrastructure and human resource capacity required for the implementation of Continental RIMS.
  • Review the business case and recommend sustainability strategies for Continental RIMS.
  • Conduct a mapping of national, and regional stakeholders and global networks. institutions and collaborative partners to advance and sustain the RIMS initiative.
  • Draft a strategy with SMART objectives for the digitalization of Continental RIMS for AMRH in consultation with the IMS Technical Committee (TC) and MTaPS advisors.
  • Identify key stakeholders and hold meetings with selected stakeholders at regional, and national levels to gather information and address any information gaps.
  • Refine the draft roadmap by incorporating stakeholders' feedback.
  • Facilitate the workshop on validation of the roadmap for digitalization of regulatory IMS at the continental level with key stakeholders from AUDA-NEPAD, RECs, and NRAs.
  • Submit the final validated strategy document to AUDA-NEPAD for onward presentation to AMA for mobilization of resources, dissemination, and implementation.
The key deliverable is a strategy for digitalization of the Regulatory IMS for consideration by the African Medicines Agency (AMA)

  • Advanced degree (Master's or Ph.
D.) level education in health information systems or related fields.

  • Minimum experience of 5 years with a good understanding of the Regulatory Information Systems (RIMS) in the health sector preferred.
  • Preferred working experience with Africa Union Development Agency
  • Proven skills in preparing reports, technical documents, analysis, and presentations.
  • Experience in multiregional digital health strategies for low
- and middle-income countries.

  • Demonstrated ability to work and lead with efficiency and flexibility, particularly as part of a team effort to ensure collective success
  • Effective interpersonal, management, and negotiation skills are proven through successful interaction with stakeholders including senior government officials, regional authorities, experts, and NGOs/communities.
  • Ability to organize the work with minimum supervision.
  • Excellent written and verbal communication skills in English.
  • Ability to design and conduct knowledge and skillbuilding training and demonstration workshops.

Languages Required:

Essential:
Expert knowledge of English

Desirable:
Intermediate knowledge of French and another official Africa Union language
