Background on Technical Support Services (TSS) Activity


The Technical Support Services (TSS) Activity helps USAID/Southern Africa's Regional Health Office (RHO) to address technical priorities and develop creative, innovative solutions to strategically allocate resources, strengthen connections with partners, and replicate best practices and effective program models.

Through the TSS contract, Panagora Group augments capacity by providing technical, operational, and administrative support to USAID's health portfolio. TSS deploys advisors in response to USAID requests for priority work with government stakeholders, implementing partners, and/or other entities. TSS supports Health Office staff and teams to integrate creative solutions into routine work.

TSS also provides international and local expertise for surge support, as needed, for USAID Program Cycle requirements, planning, development, outreach, communications, and Health Office human resource functions.


Background on USAID/Eswatini:

USAID's goal is to advance the region toward becoming more integrated, prosperous, and ultimately self-reliant.

Partnering with three main stakeholders - the private sector, governments, and citizens - USAID aims to catalyze inclusive economic growth, strengthen governance, and advance the resilience of people and systems, focusing on the needs of both women and men in the region.

However, the majority of USAID's work in Eswatini is related to the PEPFAR program, and USAID's bilateral office is 100 percent PEPFAR-funded.

As such, USAID Eswatini's principal focus is marshalling development resources in broad support of PEPFAR's goal of sustained HIV epidemic control.


USAID contributes to this goal by:
(1) building the capacity of local organizations to implement HIV services; (2) strengthening the collection and use of health and social welfare data; (3) reforming the health supply chain; (4) partnering with the local private sector to address key HIV-related issues such as women's economic empowerment and gender-based violence; and (5) catalyzing international private sector partnerships in renewable energy and connectivity. Importantly, from FY 2020 through FY 2025, USAID will have largely completed a significant 'localization' effort, increasing from 12 percent to over 70 percent PEPFAR program funds implemented by local organizations. This shift from international organizations aligns with the USAID and PEPFAR sustainability mandate to transition programming to local partners—namely, the Government of the Kingdom of Eswatini, civil society organizations, faith-based groups, and the private sector.

Phased Approach to Development of the Eswatini HIV Sustainability Roadmap


As countries work to reach the goal of ending AIDS as a public health threat by 2030, planning is urgently needed for sustaining HIV response gains beyond 2030.

All PEPFAR operating units have been tasked with supporting respective host country government and other donors to develop an HIV sustainability roadmap that aligns with the future needs of the country.

In addition to building on what is already in place, sustainability will demand transformations in policy, programs and systems.

The development of the roadmap will require a phased approach, starting with identifying the key stakeholders and line ministries, informational sessions, design of the roadmap document, and drafting the content for the roadmap itself.

The processes for developing the roadmaps are aligned with the principles, goals and targets set out in the Global AIDS Strategy and in the 2021 Political Declaration on HIV and

AIDS:
