The AIDS Foundation of South Africa (AFSA) is a Durban-based NGO that acts as an interface between Donors and Community Based Organisations (CBO's) working in the HIV/AIDS sector by placing donor funds with strategically selected CBOs, in South Africa, and providing them with ongoing, technical support & capacity building.


Purpose of job:


The Programme Specialist - inclusion of People with Disabilities (PWD) will lead all technical aspects of programme implementation in eThekwini and uMgungundlovu districts, KwaZulu Natal.

The Programme Specialist will provide strategic guidance, ensure quality and alignment of the programme deliverables (Reduction of Economic Vulnerability of PWD, Inclusion of PWD and Leadership Development for PWD) in line with best practices within the PWD or similar sectors.

The Programme Specialist will be required to establish strategic linkages and partnerships that will enhance programme implementation.

Minimum requirements:

  • A degree in Social Science / Social Work, Development Studies or similar. Postgraduate studies, especially, in human rights, law or development studies is desirable.
  • At least three to five years of relevant work experience leading programmes
  • Experience working with PWD or any other marginalised populations.
  • Understanding of South African socioeconomic and cultural context and its impact on vulnerable and marginalised groups.
  • Excellent analytical and organizational skills.
  • Experience with qualitative data analysis.
  • Superior time management and coordination skills.
  • Superior writing and verbal communication skills in English. Fluency in IsiZulu and knowledge of South African sign language will be an added advantage.
  • Advanced computer experience (MS Office Suite, internet searches, Project implementation Tools).
  • Teamplayer, able to work under pressure, manage conflicting deadlines and flexible.
  • Ability to effectively delegate tasks to multidisciplinary teams.
  • High level of interpersonal skills, including an ability to interact effectively and collaboratively with a broad range of public sector counterparts, donors, and other key stakeholders.
  • Ability to consult, take initiative, multitask & coordinate multiple priorities.
  • Previous knowledge with research, publishing, and documenting projects desirable.
  • Knowledge of South African sign language will be an added advantage.
  • Effective conflict management skills.
  • Clear and thoughtful communication, listening and social skills are essential.
  • A strong commitment to, and passion for, the principles and practice of equity, equality, and human rights

Roles and responsibilities include but are not limited to:

  • Oversee all aspects of programme implementation in the two districts.
  • Develop operating manual and facilitate needsbased trainings for programme staff and other strategic programme partners.
  • Develop and track weekly /monthly /quarterly implementation plans.
  • Develop improvement mechanisms to support programme implementation.
  • Identify information gaps and design relevant approaches to document information for sharing with partners.
  • Oversee the development of IEC material.
  • Develop strong and mutually beneficial strategic partnerships (Govt Depts, OPDs, NGOs) that will provide a foundation for working with PWD in eThekwini and uMgungundlovu districts.
  • Represent the organisation at local, district and provincial meetings.
  • Undertaking all such other tasks as are necessary for the effective operation of the programme.
  • Other duties as assigned by the HIV Prevention Programmes Manager
