OUT LGBT Well-being (OUT) is a South African based Not for Profit Organisation aimed at enabling socially just, inclusive, and equitable societies that are free of discrimination and stigma for all LGBT+ people.

OUT works to secure the empowerment, human rights, access to equitable services and well-being of lesbian, gay, bisexual, and transgender plus communities in South Africa, the region and internationally.


Position Summary:

This position will directly report to the CEO and will be a member of Executive Committee (Exco)

KEY DUTIES AND RESPONSIBILITIES:

Program Management and Reporting:

  • Contribute to the development of annual strategies, work plans, and continuation proposals, including drafting technical and administrative sections of documents and developing budgets.
  • Monitor the progress of the project objectives and targets to accomplish project goals and outcomes.
  • Enhance and innovate new and existing outreach modalities by using evaluation feedback.
  • Ensure effective systems and processes are in place that support highquality programming.
  • Oversee the development / review / sign off program SOPs and conduct site visits to ensure SOPs are complied with.
  • Work closely with Exco, the Strategic Information Manager, CEO, and managers to implement the project's monitoring and evaluation strategies.
  • Ensure sufficient resources acquired to achieve program objectives which includes staff, fleet, and other assets.
  • Provide administration oversight, including developing, monitoring, and tracking work plans.
  • Ensure timely and appropriate project expenditures in line with financial plans, and efficient use and stewardship of project material sources. Approval of all program expenditures.
  • Chairing weekly operations meetings and provide regular feedback to Exco.
  • Establish and maintain effective project reporting, evaluation, and communication systems. Submit timely accurate and professional program reports that meet donor requirements.
  • Collaborate with Community Services Linkage Officer to identify and link with external partners and institutions to leverage existing public resources to enhance programme efficiencies.

Stakeholder Engagements and Representation:

  • In collaboration with the CEO, ensure that there are signed MOUs with relevant stakeholders.
  • Daytoday Point of Contact (POC) for requests from funder, DOH, external partners.
  • Attend meetings with key partners, e.g., PEPFAR/USAID, DOH, other, on provincial and national level.
  • Liaise with key partners and stakeholders to meet program objectives and deliver results.
  • Facilitate external stakeholder site visits, Data Quality Assessment (DQA) visits, etc.

Management of staff:

  • Ensure programme is adequately staffed with skilled individuals.
  • Identify training and coaching requirements to achieve optimal performance.
  • Develop systems and procedures to ensure continuous quality improvement of program and ensure staff are consistently meeting standards.
  • Set performance standards and regularly conduct progress reviews of staff.
  • Manage, mentor, and motivate staff towards achieving program goals.

QUALIFICATIONS AND EXPERIENCE

  • Bachelor's degree in public health, Health Administration, Management Social Work, or Business Administration with a focus on public health, social sciences, or related field (master's degree preferred).
  • 8+ years of progressively responsible experience in technical and operational program management of PEPFAR funded activities in South Africa
  • 5+ years of experience managing a PEPFARfunded activity, including program planning, implementation, data use, monitoring, and reporting (USAID preferred).
  • Demonstrated ability to manage large teams and effectively coordinate with a range of stakeholders including government, community, civil society organizations, and other PEPFAR and Global Funding KP implementing partners.
  • Demonstrated working knowledge of U.S. Government program management regulations (USAID preferred).
  • Ability to contribute and operate within a culture based on good faith and accountability.

R75,000.00 per month
