JOB PURPOSE AND PROFILE


To ensure the development, enhancement, communication, reporting and oversight of the CETA's ICT Management strategy, frameworks and associated tools and processes, ensuring that these are supportive of the CETA strategy and mitigate business risks for the organisation.

Direct the planning and implementation of enterprise Information Technology systems in support of CETA operations in order to improve cost effectiveness, service quality and mission development.

Lead CETA digitisation journey.

RESPONSIBILITIES:

  • Manage the development of the operational plan in line with the strategic and annual performance plan of the CETA.
  • Manage, monitor, evaluate and report on the implementation of the ICT operational plan, taking corrective actions where necessary.
  • Participate in the Executive/Senior Management and committee meetings as appropriate.
  • Continual analysis of the external environment.
  • Develop ICT strategy aligned to business strategy and implementation.
  • Oversee IT service delivery and ensuring high levels of service to the organisation.
  • Ensure optimal functioning and maintenance of the CETA systems.
  • Ensure adequate technical infrastructure capabilities.
  • Custodian of the CETA IT governance framework.
  • Align IT and manage risk with enterprisewide risk management.
  • Gives direction to team in realising the organisation's strategic objectives.
  • Impacts positively on team morale, sense of belonging and participation.
  • Develops detailed action plans to execute strategic initiatives.
  • Monitor performance measures to evaluate the success of strategies.
  • Achieves strategic objectives against specified performance measures.
  • Perform all duties and responsibilities in line with applicable Acts, Regulations and per CETA relevant policies and procedures.
  • Development and management of the budget of the department by ensuring financial stability within the Section.
  • Monitoring financial control, budget management and the procurement process to ensure compliance with the legislation e.g. (PFMA, PPFA, and BBBEE).
  • Reduce expenditure through effective cost control measures.
  • Contribute to the financial sustainability of CETA by ensure no wasteful and fruitless expenditures are incurred in responsibility.
  • Defines roles and responsibilities for project team members and clearly communicates expectations.
  • Implement change management principles in relation to new systems adoption.
  • Manage the provision of records management/ archiving support services.
  • Support and provide evidence to all internal and external audit requirements.
  • Ensure adherence in the CETA team to all relevant laws, policies and Standard Operating Procedures throughout the organisation.
  • Review and update relevant CETA, ICT policies and procedures (business unit relevant).
  • Prepare and submit to supervisor accurate, complete and credible monthly reports as required for consolidation and tabling at monthly EXCO's and other committees.
  • Ensure all work performed is backedup regularly as per ICT polices onto the CETA electronic servers.
  • Contribute to the risk maturity levels at the CETA.
  • Follow protocols and report suspicious activities, corrupt or fraudulent.
- activities that one is aware of; onto the CETA whistle blowing and fraud prevention hotline.

  • Build and lead an effective and cohesive team through the effective management of resources.
  • Ensure the enhancement of relevant knowledge and skills through continuous coaching, mentoring and nurturing of talent in the business unit.
  • Create a high performance culture and manage team performance effectively by translating and communicating the annual performance goals and measures into individual work plans based on agreed upon objectives.
  • Ensure the working environment contributes to improving employee engagement, recognition and increased productivity.
  • Ensure the management of poor performance and disciplinary matters in line with the CETA's policies and procedures.
  • Live and demonstrate exemplary behaviours driven and anchored on / by CETA values.
  • Ensure that onthejob training, learning and development is taking place.
  • Share and play an effective role in ensuring that ICT team assist in achieving of strategic goals and mandate of the CETA.

DESIRED SKILLS, EXPERIENCE AND COMPETENCIES

  • NQF level 8, Postgraduate Diploma in ICT/ Computer Science/Information Systems/ Computer Science. Masters in ICT/ Information Systems will be advantageous.
  • 810 years' practical experience in ICT industry.
  • Minimum 3 5 Years 'proven Senior Management experience.
  • Minimum 35 years' operational experience in Financial Management.
  • Minimum 35 relevant Leadership/ Staff Management experience at managerial level.
  • Knowledge and experience in the following areas: ICT Corporate Governance; ICT strategy development; Enterprise Architecture; ICT support (hardware and software); ICT service management (COBIT, ITIL, TOGAF
