OBJECTIVES OF THE PROGRAMME


The mission of WHO's Emergencies Preparedness and Response (EPR) program is to support member states to i) prepare for and prevent disease outbreaks and health emergencies, ii) promptly detect, report, and confirm outbreaks, and iii) strengthen and sustain their capacity to respond to and recover from the negative effects of health emergencies.


PURPOSE OF THE POSITION


In the context of the WHO Health Emergencies Preparedness and Responses (EPR), at regional and hub level, the incumbent will establish and operationalize the Health Logistics Function within the AFRO Regional OSL department and will liaise with other technical pillars (IPC, Case management, etc.) for the development of a cross-cutting collaboration.


DESCRIPTION OF DUTIES
Within the framework of the delegated authority, the incumbent is assigned all or part of the following duties which are performed according to the needs and agenda:

  • Management
Provide timely technical expertise to the OSL team and manage overall technical activities implementation.
Monitor health logistics team's performance and regularly report to the senior management.
Develop and write technical guidance on designing and setting up health facility units for infectious diseases.
Manage adequate organizational models and appropriate means to support the response.
Liaise with technical experts to ensure proper needs identification from stakeholders and financial validation.

In the context of an outbreak, in collaboration with partners and IMS, supervise safe and dignified burial trainings and activities.

Manage Health and Technical budget response.

  • Health Facilities Support
Manage health facilities supported by WHO to ensure appropriate set-up and equipment of facilities.

Ensure water, sanitation, hygiene, and infection control standards requirements are in place to support safe burial and medical health facilities.

Participate in the planning of health facilities' management and ambulatory health activities.
Provide regular reporting on OSL technical health logistics activities.

  • Laboratory
Supervise mobile laboratory deployment and activities and ensure safe transportation of samples.
Identify and anticipate on laboratory supplies needed for conducting testing, sampling in support of case management and clinical works.

  • Coordination of the Health Logistics Partners


Provide technical support to Member States, UN agencies, international organizations, and institutions for developing and implementing infectious diseases treatment facilities and/or repurposing existing structures in collaboration with other WHO experts.

Advise WHO Member States on appropriate engineering and environmental control measures for infection prevention and control during outbreaks.
Conduct webinars and capacity-building training on infectious diseases, including setting up and managing health facilities and facilitating compliance with IPC, WASH, and clinical management standards in treatment centers
.Support the development of standardized tools and SOPs for infectious diseases health facility management related to IPC and WASH activities, including waste management of hazardous laboratories waste and follow-up on human resources requirements

REQUIRED QUALIFICATIONS

Educational (Qualifications):

Essential:


Master's level university degree in life science, research and development, virology and laboratory research, environmental toxicology, health logistics, microbiology, or other related disciplines, from an accredited and recognized academic institution.


Desirable:

Specialization or training in the delivery of emergency health response / disaster management in a public health environment.

Experience

Essential:


A minimum of seven (7) years of relevant professional work experience in managing large-scale disaster emergency response and operations and/or public health events with international concerns in international organizations/institutions, part of which is in the field supporting emergency humanitarian operations.

Demonstrated exposure at the international level.

Desirable:


Prior relevant work experience in WHO/UN system, health cluster partners, and relevant nongovernmental or humanitarian organizations in health operations, outbreak response, and planning of emergency interventions in the context of public health and/or humanitarian action.


Skills:

Demonstrated knowledge of emergency response activities in the field of health logistics management and WHO Incident Management System processes.

Excellent organizational and managerial skills with the ability to multitask, deliver results in time-critical scenarios, and identify and solve problems.

Proven ability to ensure the effective use of resources.
