Purpose of the Job

The incumbent will be responsible to oversee Safety, Health, Environmental and Quality assurance activities in all his/her areas of responsibility, ensure compliance with applicable legislation, ensure Standard Operating Procedures are in place and adhered to and to assist with the implementation, maintenance and certification and auditing of Management Systems based on ISO 9001:2015, ISO 45001:2018 and ISO 14001:2015 principles.

In addition the incumbent will be responsible to oversee the handling, storage and transportation of Dangerous Goods and ensure the facilities and vehicles comply with applicable legislation such as the National Road Traffic Act (93 of 1996), Hazardous Substance Act (15 of 1973), Hazardous Chemical Agent Regulations in terms of the OHS Act (85 of 1993) and applicable codes of practice and standards.

Key Responsibilities

Operational

  • Ensure and monitor compliance with the relevant Health, Safety and Environmental legislation and Standard Operating Procedures requirements at awarded areas of responsibility, with the support of the Regional manager and Operations Managers.
  • Obtain and maintained the Major Hazard installation registration and license with Department of Employment and Labour
  • Facilitate SHE risk assessments with the Operations Managers/Supervisors for all activities on the rewarded sites and assist with the identification of measures to address significant risks.
  • Compile SHE aspects, impacts and risk registers for all awarded areas of responsibility.
  • Provide input on the take-on of new dangerous goods products.
  • Assist with the development of SOP's for high-risk activities.
  • Conduct incident investigations, assist with the reporting of non-conformances and ensure that corrective actions are implemented.
  • Provide SHEQ induction training to all customers and contractors.
  • Provide SHEQ related training on legal liability, Risk assessments and Safe work instructions to Managers and Supervisors.
  • Review and approve and ensure up-to-date contractor safety files and ensure that Sec 37(2) agreements are signed and in place before contractors engage in work on the sites.
  • Ensure that SHE inspections are conducted in accordance with legal and system requirements.
  • Conduct compliance audit and inspections/spot checks in accordance with the schedule.
  • Ensure all relevant legal appointments in terms of the OHS act (85 of 1993) are in place.
  • Ensure all relevant permits and licenses are obtained and up to date.
  • Attend Health and Safety committee meetings.
  • Ensure that emergencies drills are conducted as per schedule.
  • Ensure that SHEQ training needs are identified and training arranged.
  • Ensure that occupational hygiene assessments are conducted according to legal requirements.
  • Report on SHEQ performance of his/her sites monthly.
  • Assist with the compilation of Toolbox Talks.
  • Assist in relevant operations/operational functions as required.
  • Assist in tender applications, providing guidance and SHEQ information as required.
  • Maintain a professional conduct.

Minimum Requirements

  • BTech: Safety management or similar qualification will be advantageous.
  • Grade 12 with SAMTRAC, incident investigation, HIRA, Firefighting and other SHEQ related training.
  • At least 5 years' experience in a SHEQ-related field.
  • Experience in the implementation and maintenance of SHE and Q management system
  • Knowledge and experience in the handling, storage and transport of Dangerous Goods will be advantageous.

Skills Requirements

  • Ability to plan his/ her activities and to meet project deadlines.
  • Good presentation skills.
  • Good report writing skills.
  • Hazard Identification and Risk Assessment Skills (HIRA).
  • Trained in incident investigation skills.
  • Computer literacy – good working knowledge of Microsoft Word, Excel, Outlook and PowerPoint.
