1.   MINIMUM ROLE REQUIREMENTS

Qualifications

·       Minimum NQF 4 (National Senior Certificate or Grade 12 or Adult Senior Certificate) qualification

·       Relevant NQF 6 (Diploma or Advanced Certificate) qualification in Safety / Risk Management i.e., NADSAM, COMSOC 1 & 2 / SAMTRAC / MINSOC 1 & 2

·       Certificate in ISO 14001, 9001 as well as 45001 systems development, implementation and auditing will be advantageous.

·       Lead auditor certification will be advantageous.

·       B-Tech Degree in Health and Safety Management will be advantageous.

Experience

·       At least 8 years post qualification experience in health, safety and environmental management of which 5 MUST have been within a mining and processing operational environment of which 2 years should have been in a supervisory role.

WORK OUTPUT DESCRIPTION

Work Description

The
SPECIALIST HSE
plays a critical role in identification, analysis, quantification and management of operational risks and threats for all mining and processing areas. The role will implement strategies, plans and operational models to foster employee participation in risk identification, assessment, management as well as prevention. The role will influence the standardization of the HSE function in a specific focus area, by implementing management systems and processes to manage HSE (incl. risk and quality) information and reduce / control risks, work closely with the respective risk owners, other stakeholders, and preferred service providers.

The role will provide ongoing leadership and direction to the operational teams, business partners, contractors and guide them towards the reduction and / or effective control of operational risks and threats by means of effective systems and process utilisation. The role will therefore be required to play an auditing function by implementing appropriate governance mechanisms for systems utilisation, incident reporting and risk management. The role will be an advisor, facilitator, and consultant to the line managers to promote the culture of zero harm, continuous improvement, compliance to ISO standards. The role will be expected to manage specific HSE and behavioural change projects within the operational personnel and contractors on site related to risk assessment and mitigation within the assigned area of responsibility. The role will report to the Sustainability Manager.

HSE AND LEGAL

§ Implement systems and processes and have conversations to stimulate awareness in support of the reduction / elimination of risks and operational threats.

§ Drive and promote the achievement of HSE standards within the assigned area.

§ Apply risk mitigation practices and interventions and guide and coach stakeholders on best practices.

§ Inspire operational staff within the assigned area to become safety champions.

§ Drive and promote the participation in cross audits within the assigned area, including visible felt leadership interventions.

§ Manage the conversations related to outstanding risk prevention actions and keep all conversations within existence.

§ Stimulate an environment where willing risk assessments are conducted.

§ Influence and empower the operational staff to lead risk assessment and participate in investigations.

§ Lead incident investigations and conduct detailed analysis to implement pro-active measures to avoid incidents, and track implementation.

§ Legal compliance and reporting, safety, health and environmental (i.e., Annual medical report, monthly DMPR return, etc.).

§ Ensure all legal compliance with respect to legal duties in terms of Regulation appointee of MHSA

§ Manage all HSE Business partners to align to Kropz processes, system standard, and audit their compliance.

§ Manage on boarding, induction, liaise with projects teams to align HSE requirements.

Production

§ Design systems based on specification for the development and implementation of the HSE (ISO) systems requirements.

§ Review analysed information for value add to business performance by providing expert advice and guidance.

§ Review consolidated and reconciled HSE data and information prior to system input.

§ Manage and monitor that HSE systems are in place in the specific focus area, alternatively developed to deliver the appropriate HSE reports timeously and of high quality, whilst ensuring that:

§ Internal controls are in place to minimize errors, risk of loss through negligence.

§ Information provided by the HSE systems is reliable to support decision making.

§ Ensure HSE systems are effective, not only on departmental basis, but also contribute to achieving "Zero Harm" in safety, efficient audits by external and internal auditors.

§ There is adequate documentation and that records are retained for the appropriate periods.

§ Appropriate planning is done with development objectives and setting of clear KPI's.

§ Apply and assist with the design of governance mechanisms related to Risk management systems and processes design in the specific area of responsibility.

§ Review systems and processes related to incident / risk mitigation and tracking / measurement and make recommendations for improvement.

§ Drive projects and initiatives in area of responsibility to deliver reduced operational risks and threats from current and / or enhanced / new technology as per HSE Strategy and governance framework.

People

§ Assist with conducting short- and medium-term labor planning for the risk function within the assigned area.

§ Implement individual development plans for all risk staff within the assigned area.

§ Manage individual performance as well as potential and implement succession plans aligned with the labor plans, organization structures and job descriptions.

§ Manage and improve team and staff morale to ensure their involvement in relevant capacity building initiatives.

§ Identify and highlight mission critical roles within the risk function and ensure that people are developed to fulfill the current and future requirements.

§ Verify training material and programs (i.e. induction, HSE awareness, etc.) to educate and stimulate awareness to risk identification, management and mitigation.

Cost

§ Manage expenditure (working and capital).

§ Budget planning and preparation.

§ Identify and realize cost reduction initiatives.

§ Adhere to working cost targets and constraints.
