Purpose of Role

Own delivery of the six-month OD programme end-to-end; align the operating model and structure to mandate/MTDF; secure decisions and approvals while managing risk, scope and stakeholders.

Key Responsibilities

·      
Strategy, Governance & Decision Rights

·      Establish the Design Authority, decision gates, and escalation paths.

·      Align scope and outputs to mandate/MTDF and APP/SDBIP outcomes.

·      Run SteerCo/EXCO/Minister cadence and secure formal approvals.

·      
Integrated OD Delivery

·      Orchestrate operating model, structure, JE/JD, process and change workstreams.

·      Remove blockers and balance quality, cost, and schedule across teams.

·      Maintain an AGSA-ready evidence library and audit trail.

·      
Public-Sector Compliance & Stakeholders

·      Ensure PFMA/MFMA, DPSA directives and PSCBC protocols are observed.

·      Coordinate DPSA concurrence submissions where required (e.g., Programme 1).

·      Manage union/works council engagements at key gates.

·      
Benefits & Risk Management

·      Tie deliverables to outcomes/KPIs; baseline and track benefits.

·      Maintain risk/issue logs with mitigations and owners.

·      Enforce scope/change control and assumption management.

·      Proven EXCO/Ministerial engagement; DPSA/PSCBC experience
