Head
**Requirements**:

- Degree in Built Environment or Law
- 8 years or more relevant experience in Property Management at

middle management
- Knowledge of local government municipal functions and related

immovable property legislation and policies.
- Must be physically fit and able bodied in order to perform the

functions associated with the position, which may include site
inspections in respect of properties with difficult terrain.
- Computer proficiency in MS Office
- Valid EB/B Drivers licence

Key Performance Areas
- Oversee and conduct the investigation of properties to determine

feasibility of a proposal or best use/ action to be taken, including in
all aspects of the Property Handover process as per the IPAM Policy.
- Render a land management function in respect of properties in

which the Department is accountable for, including invasions,
problem properties, etc. Attend to corrective actions required in
respect of immovable properties for which the Department is
accountable for and which has been declared as Problem
Properties in terms of the By-law.
- Provide a development facilitation function for the Department’s

immovable property portfolio ie. Facilitate the packaging of
properties for transaction purposes.
- Manage the staff compliment of the section, the allocation of

Human Resources and the development of staff.
- Liaise strategically with internal stakeholders and the full spectrum of

external stakeholders in order to guide and influence decisions in
respect of feasibility and desirability of use of Council property.
