Head of Monitoring and Evaluation

This function monitors and evaluates the organisations performance against the NACOSA strategy, leads the M&E functions required to report on programmes, manages the presentation and use of NACOSA data in external engagements and drives sustainable NACOSA M&E systems.

**The duties and responsibilities of the Head of Monitoring and Evaluation (M&E) will include, but not limited to**:

- NACOSA Strategy: Contribute to the institutionalization, implementation and monitoring of the NACOSA strategic plan.
- M&E Strategy and Processes: Develop NACOSA’s M&E Policy, over-arching M&E Strategy and Plan including a Strategic M&E Framework responsive to the NACOSA organisational strategy and evolving programme designs and implementation strategies. Provide guidance and oversight on M&E functions and structure within NACOSA.
- Information Management System(s): Lead and oversee the conceptualisation, design, development and maintenance of an overall Management Information System(s) for NACOSA to track key performance indicators for NACOSA and across programmes. Work within, integrate and build the M and E systems within the overall capability identified that NACOSA needs to have inhouse and from service providers.
- Data Quality Assurance, Data Analysis, and Reporting: Develop dynamic dashboards for management and Board that provide strategic to support decision-making in NACOSA. In collaboration with M&E and Programme Managers, develop data usage and analysis methodology and processes and contribute to improved data analytics through technical input to data use cases, building dashboards.
- Evaluations and Research: Provide guidance and technical input to M&E and Programme Managers on external programme evaluations. Support the commission of evaluations and support evaluation activities. Participate in special studies as required.
- Networking, advocacy, and stakeholder relationships: Review and guide implementing partners and stakeholders on M&E strategies and systems. Build and maintain relationships with key M&E service providers.
- Staff management and Leadership: Guide the M&E staff structure (including level of skills required) at NACOSA and on grants and programmes. Supervise and coordinate the M&E unit (M&E Managers and Technical Officer) within NACOSA to ensure the efficient and effective completion of human resource related tasks and functions including staff development.
- Perform administrative functions related to the NACOSA network, including keeping the membership list up to date, administering membership requests, granting access.
- A master’s degree in social science / public health / health information sciences, statistics or related discipline is required.
- Advanced degree in Monitoring and Evaluation / Public Health / Social Sciences or related discipline (M&E preferred) is advantageous.
- Minimum of 10 years’ experience on executive and operational management level in M&E and proven ability to manage large M&E portfolios.
- At least 5 years’ experience in supervising and leading people in an M&E department
- Experience with bilateral and multilateral donor M&E requirements including experience in maintaining donor relationships and communicating with donors.
- Demonstrated understanding of data management systems.
- Experience working across cultures, with a willingness to travel within South Africa.
- English and any other South African language (a South African language would be highly advantageous)
