Senior Buyer Professional Service

The main purpose of this position is to manage the procurement of contractors and consultants for the professional services category on behalf of the South African Reserve Bank (SARB). Detailed Description Buy professional services from approved panels of suppliers, which includes, but is not limited to, the preparation of request for tender/proposal/quotation/information (RFXs), the collation and screening of curricula vitae (CVs), the coordination of interviews, commercial negotiations and recommendations for supplier awards. - Manage the entire value chain of the requisitioning and ordering cycle, and coordinate the handover of documents to the Legal Services Department (LSD) for contracting and the creation of a purchase order. - Perform general administration in a timeous, accurate and complete manner throughout the buying cycle. - Manage relationships with stakeholders and suppliers, and resolve related queries in an efficient and professional manner. - Establish and manage relationships with the approved panels of suppliers to build trust and ensure future business through effective communication, responsiveness and professionalism. - Maintain and safeguard resources files and their individual confidential documentation. - Ensure that all buying activities and deliverables are of high quality and are executed in accordance with the procurement policy. - Manage and optimise supplier rebates to ensure that the SARB extracts maximum value from professional services contracts. - Collate, analyse and provide reports on professional services spend, including rebates, and provide recommendations for category management and process improvement. - Benchmark and maintain the rate card annually to ensure that individual rates are market-related. - Lead negotiations between the SARB and the panels of suppliers. - Keep abreast of developments in the procurement field, and propose improvements to methods and practices in procurement. Job Requirements the minimum of a Bachelor’s degree (NQF 7) in Commerce or Supply Chain Management, or an equivalent qualification; and - the minimum of 5-7 years of experience in the procurement or supply chain management environment, of which at least 2-3 years should relate to the procurement of professional services.
