**Job Advert Summary**:
**Purpose of the position**:
HTS Technical Advisor will play a pivotal role in implementing, managing, and continuously enhancing the Rapid Tests Continuous Quality Improvement (RTCQI) initiatives, which include the Learning and Training Testers platform. This role combines business and program data analysis, system and users support, and leadership responsibilities to ensure the electronic platforms effectively meet the evolving needs of the Department of Health.

**Minimum Requirements**:

- Bachelor’s Degree (NQF 6) in Health Science or Public Science
- Post graduate qualification (NQF7) in Health Science or Public Health will be an advantage
- Minimum of three (3) years’ experience in management / Assistant Director level within HIV and AIDS programmes including prevention strategies
- Knowledge in the field of HIV and AIDS, HIV Prevention programmes, policy development, monitoring and evaluation, project and/programme management and understanding of health challenges in South Africa and SADC region
- Proven track record of managing strategic programmes/projects of national scope
- Proven experience in gathering and analyzing business requirements and translating them into technical solutions
- Proficiency Power BI and JavaScript is highly recommended to generate reports
- Experience with ODK (Open Data Kit) or KoboToolbox for data collection and management will be an advantage
- Experience with open-source platforms like Moodle will be an advantage
- Valid driver’s licence and be willing to travel and work long hours when required
- Clear criminal record

**Duties and Responsibilities**:

- Coordinate and support implementation of the national HTS programme, including support with acceleration on the HIVSS and Index Testing Program
- Support implementation of SPI RT and RTCQI in the non Pepfar funded districts
- Monitor the coverage of the HTS management and align implementation to the relevant policies, guidelines and implementation tools.
- Collaborate with provinces to close the gaps and reduce incidence of HIV and the Quality of the HTS program
- Provide support in the implementation of HTS and financial management of the programme, including data management support
- Monitor compliance to the operational plans and support the sub directorate to reach set targets
- Coordinate needs analysis for capacity building for the HTS program
- Conduct needs analysis in collaboration with provinces and implementing partners
- Draft and update policies, SOPs and templates in accordance with accreditation and reporting requirements
- Supervise training administrator and SDF positions
- Provide support and in-service training to the internal training department staff
