**Job Advert Summary**:
**Purpose of the position**:
The Correctional Service programme (CSP) directors will lead a dynamic team to provide technical assistance (TA) and supplemental service delivery support to Department Correctional Services (and other relevant stakeholders) across a national network of supported correctional centres. Programme scope includes: combination HIV prevention strategies (including oral pre-exposure prophylaxis and VMMC); HIV care and treatment; integrated TB prevention and care; services linked to viral Hepatitis screening, diagnostics and care; methadone-assisted therapy for opiate-dependent inmates; and other emerging priority disease areas, relevant to the context and as identified by key stakeholders. The programme may involve operational research, programmatic evaluation and human rights advocacy activities as authorised by government and funder.

**Minimum Requirements**:

- A Masters in Public Health (MPH) or other related postgraduate degree
- At least 3 years in a senior management role within the public health sector
- Experience in HIV, TB and/or VMMC management
- Past involvement in Department of Correctional Services or inmate-centred projects
- Experience in HIV, TB and/or VMMC programme management
- A proven track record in delivering Quality improvement interventions at district-level or higher
- Evidence of data interpretation and utilisation skills within the management approach
- Clear criminal record
- Willingness to travel (up to 50%)

**Duties and Responsibilities**:
**Technical Support**
- Provides leadership across planning, capacity building, implementation, monitoring and evaluation for a National correctional service programme
- Effectively coordinates and integrated national HIV/TB prevention and care plan across management areas and participating correction centres, implementing a hybrid TA/service delivery approach
- Proactively identify and harness opportunities for scope expansion or enhancement
- Jointly implement relevant and authorised operational research and support dissemination of linked knowledge products.
- Develop work plans in accordance with operational budgets.
- Coordinates successful external quality audits and site visits.
- Contributes actively to the TB HIV Care management team discussions
- Works collaboratively with other programme directors and senior managers to implement integration and best practices across programmes and departments
- Manages sub-contracted organisations, reviews their programmatic and financial reports and approved related contractual activities
- Fluent reporting that is accurate and linked to set deadlines

***Stakeholder engagement**
- Liaise with the CDC technical monitor and other CDC linked partners (SA Partners)
- Collaborate closely with the Department of Correctional services (DCS) and where necessary the Judicial Inspectorate for Correctional Services (JICS), South African National Institute for Crime Prevention and the Reintegration of Offenders (NICRO)
- Represent the organisation on National task teams, associated working groups, DCS regional conferences and workshops
- Work closely with the NHLS (linkage to care)
- Ensures all MOU’s linked to Province (NDoH) are current. Maintains service level agreements with regional correctional services

**Quality Improvement and Quality Assurance**
- Analyse and interpret data to identify opportunities for improvement
- Support and monitor quality improvement projects
- Activate quality assurance initiatives (RT-CQI, SPI-RT)
- Work collaboratively with a multidisciplinary team to identify gaps in service delivery and to identify and set improvement priorities
- Coach QI-linked staff to achieve a QI environment

***Monitoring and Evaluation**
- Support prescribed data tools to track progress within and across project facilities (TIER.net, Web-DHIS, THIS data) at site level
- Coordinates with national initiatives. Example: SyNCH, mHealth, eLab, health management information systems (MMIS)
- Optimise monitoring and evaluation to ensure accurate and comprehensive reporting aligned to the funder targets

**POPIA privacy champion**
- Assist the information officer and deputy Information officer with TB HIV Care’s privacy compliance programme by ensuring the following:

- Conducting organisational security and privacy and impact assessments
- Privacy by design and assurance
- Supplier/Contractor/Supplier/CBO’s and SR’s compliance
- Development of a data processing register
