**Overview of the Role**

The VSA Sustaining Capex Project Portfolio ranges from small, mid-size and larger projects each with different risks, governance levels and VPM mandatory requirements. Depending on the Project Governance and Project Risk Level Assessment and as directed by the Project Portfolio Manager, the incumbent will execute his function in the capacity as Project Manager for Sustaining Capex Projects and responsible to plan, execute, co-ordinate, control and manage implementation of sustaining capex projects (i.e. MVS, LTO and STB) as per the 3YMP, Vopak standards (e.g. VPM, Operationss, SHE & Technical), terminal master plan, and special commercial requests.

**Purpose of Position**

As Project Manager, the incumbent coordinates and facilitate the project, and is accountable for project safety, compliance with government and statutory requirements, quality, cost and delivery versus the project objectives until the handover to the operational organization at commissioning. Additionally, the incumbent is responsible for the development of the technical scope, alignment with the Project Developer and Internal Customer to translate the project requirements into a service delivery. This is achieved through the support and liaison with the project team and other discipline lead engineers in order to ensure a proper coordination and interface among different disciplines.

The role is derived from the (VPM) Vopak Project Management Standard as a fit for purpose role within Sustaining Capex Project Organisation.

**Tasks & Responsibilities**

1. Manage scope, cost and staff in the Identification, Selection and Definition Stages;
- Setting up the project baseline consisting of schedule, cost and scope;
- Develop scope with the Project Developer and Internal Customer, and after approval of the Project Owner, implement and realize the project objectives and key deliverables in close cooperation with the Project Developer and Internal Customer;
- Manage and monitor the project (on the basis of key indicators) to stay within the approved boundaries of scope, cost and schedule, and seeks approval for deviations;
- Develop functional requirements / Basis of Design in close coordination with Project Developer and Internal Customer;
- Develop the conceptual design preferably by using the in-house resources, FEED using an appropriate engineering contractor and the cost estimates with required accuracies in the development stages;
- Formally lead the technical Project Team from Identification to Evaluation Stage;
- Ensure the appropriate, timely involvement of functions external to the project team for the success of the project / liaising with Global Departments / advisors on relevant matters like e.g., contracting plan, and project execution plan;
- Ensure communication within the Project Team, Internal Customer, Project Developer and Project Owner;
- Trigger when and how to use Repeatable Formula in each project stage (when applicable) in consultation with the divisional RF key users and request waivers when necessary;
- Manage issues, advise on and ensuring all issues are managed efficiently including escalation of key issue(s) with high probable impact;
- Develop the risk management plan for the Definition and Execution Stage and ensure approval by the Project Owner, conduct risk identification and mitigation workshops with key interfaces, maintain and periodically update risk register;
- Liaise with terminal (and financial manager) with regard to project financial performance.

2. Execute project, i.e. deliver detailed engineering, construct the project and support commission the project assets in the Execution and Commissioning Stage;
- Control, evaluate and report on the project capital expenditures, Safety, Health and Environmental activities/concerns, schedule and quality performance;
- Ensure proper documentation of the project throughout various stages and proper hand-over of as-built documents, quality documents and vendor manuals to terminal management;
- Deliver the mechanically complete assets and hand-over to the Internal Customer;
- Assist with commissioning activities and performance tests during the Commissioning Stage and assure they meet the functional requirements as approved with FID;
- Close-out the project with the required tests, certificates and documentation.

3. Participate in post implementation review of the overall project in the Evaluation Stage;
- Conduct project review on project and technical accomplishments;
- Close-out the project and participate in post implementation review.

4. Initiate and monitor the master project schedule up to FID;

5. Development and updating of the Basis of Design in co-responsibility with the Project Developer;

6. Development and updating of the PEP;

7. Development of the plan for management, control and reporting, providing corrective action alternatives for schedule and cost de
