**DESCRIPTION AND SCOPE**

The service provider will be required to establish a Programme Management Office and provide the following Programme and project management services:
**Control Framework**

***
- Facilitate the design and implementation of comprehensive Project management and control framework and detailed processes;
- Financial and Procurement framework considering all treasury regulations, policies and legislation and fit for a mega IT programme;
- Establish programme governance model;
- Project process framework training customized to target groups including training for project sponsors and business / functional managers.

**Project Governance**

***
- Review existing project documentation;
- Monitor programme governance in line with approved project methodology;
- Measure governance performance per project event calendar;
- Facilitate external parties’ attendance to governing events as required;
- Secretariat role in project governance which includes meeting scheduling and record keeping; as well as distribution of meeting packs.

**Project Operational and Board Meetings**

- Schedule weekly operational project meetings;
- Schedule monthly board meetings;
- Collate reports from all participating business and functional managers;
- Record and distribute all meeting

**Project Organizational and Team**

***
- Project Organization design and maintenance;
- Maintain matrices of all business community and stakeholder individuals contact detail and position relevant to delivery;
- Recommend project team composition that will deliver the project as per business requirements;
- Support project team member training processes;
- Facilitate project performance management and administration;
- Deputizing for stream project managers where the need arises;
- Deputizing for the project accountant where the need

**Project Contract Management**

- Maintain contract database and copies of all contracts;
- Facilitate contract development with legal services and expert service providers;
- Perform contract roles and responsibility matrix ensuring that contractual obligations are fulfilled;
- Raise penalty notification where criteria are

**Project Interdependencies**

***
- Monitor and manage project dependencies within the programme;
- Create a project interdependency matrix and keep track of key role

**Project Planning**

***
- Facilitation and consolidation of project plans;
- Keep plans current and communicate with all project managers regarding delivery according to plans;
- Monitor and advise deviation from

**Project Administration**

***
- Project knowledge retention and transfer;
- Asset, facilities, logístical administration;
- Submission development and tracking;
- Administrate time keeping;
- Document management system implementation and

**Project Stakeholder Engagement and Communication**

- Establish and maintain internal stakeholder engagements in respect of the PMO implementation as well as the project delivery;
- Establish Programme branding in conjunction with the department’s Corporate Communication;
- Stakeholder engagement event management, presentation and support;
- Act as internal communication hub and develop all Programme reports and presentations;
- Compile project communiqués or provide input to stakeholder communication.

**Project Risk and Quality**

- Facilitate quality assurance and milestone facilitation;
- Coordinate risk management and evaluation of risk mitigation within the programme;
- Facilitate assurance, audit, assessment, evaluation events;
- Facilitate resolution of all audit findings and act as audit champion;
- Facilitate lessons learnt;
- Facilitate or support customer

**Project Performance Management, Monitoring and Reporting**

- Provide input into the annual performance indicators;
- Maintain the project operational plan;
- Prepare quarterly performance reports compared to the operational plan;
- Facilitate and consolidate project monitoring and reporting;
- Monitor that project methodology is being followed;
- Contract management and performance monitoring;
- Perform comprehensive data and trend analysis of hours, costs, resource allocation for historical and forecasting purposes.

- Maintain project budgets;
- Manage and report project and programme
- Engage with all service providers appointed for specific project

**Project Management (Agile and Traditional)**

- Project Planning and Management - Define project scope and schedule while focusing on regular and timely delivery of value; organize and lead project status and working meetings; prepare and distribute progress reports; manage risks and issues; correct deviations from plans; and perform delivery planning for assigned projects;
