**Industry**:Education & Training
**Job category**:University and Academy
**Contract**:Fixed Term Contract
**EE position**:Open to all
**Level**:Executive
**Introduction**:
The University of Johannesburg (UJ) is a vibrant and cosmopolitan university, anchored in Africa and driven by a powerful strategy focused on attaining global excellence and stature (GES). With an emphasis on independent thinking, sustainable development, and strategic partnerships, UJ is an international university of choice. The University is guided by the Vice-Chancellor’s vision of “Positioning UJ in the Fourth Industrial Revolution (4IR) in the context of the changing social, political and economic fortunes of Africa”.
**Job description**:
**SENIOR DIRECTOR: STRATEGIC INITIATIVES & ADMINISTRATION - (5) FIVE-YEAR CONTRACT RENEWABLE SUBJECT TO PERFORMANCE**:
The Strategic Initiatives and Administration (SIA) portfolio was established in 2015 with the explicit objective to lead, manage, and ensure the success of strategic initiatives of the University. The unit reports to the Deputy Vice-Chancellor (DVC) Research and Internationalisation. The strategic focus of this specialist unit is therefore to support and advance the University’s research enterprise through a number of strategic and targeted interventions, innovations and partnerships including internal as well as external stakeholders, in a way that contributes to realising its strategic goal of attaining GES.
GES is now being contextualised within sustainable 4IR. Following a consultative process lasting more than a year, a number of catalytic initiatives were supported by the University’s Council in March 2019. These initiatives have been operationalised. The transdisciplinary operationalisation approach is both exciting
- _and _challenging - implementation occurs in the context of a large and complex organisation; the approach, therefore, requires intensified interactions with a number of academic entities (faculties including the College of Business and Economics and the Johannesburg Business School, institutes, centres) and non-academic entities (for instance, Human Capital Management (HCM), Development Office, Financial Governance, Revenue and Expenditure), as well as external stakeholders.
As is the case with sustainable 4IR, systems, processes, data, and people are served through technological innovations. Given particularly the challenge of COVID-19, the University has stringent requirements to limit traditional modes of execution and to find operational synergy through technology and 4IR. In other words, 4IR will be a “way of being” for this portfolio.
**The Senior Director is expected to**:
1. Manage and coordinate catalytic initiatives resulting from the University’s strategy in 2013 (the first set of GES catalytic initiatives is referred to as GES
- _v.1_) and 2019 (GES 4.0):
- Ensure effective coordination and review of GES activities across professional support domains, faculties, and flagship institutes.
- Timeously develop executive-level and detailed reports demonstrating the cost-benefit relation for GES_._
2. Manage GES 4.0 (currently, the
- _primary _focus of the portfolio):
- Facilitate continued development of the 4IR business case in support of the GES 4.0 budget.
- Aligned with the business plan for GES 4.0, lead and manage planning for GES 4.0 implementation and project management. This involves working across various entities (finance, HCM, Information and Communication Systems (ICS), Postgraduate School (PGS), faculties, and others), coordinating various projects to ensure all four GES 4.0 work streams meet set targets and expected delivery, including full expenditure of the annual allocated budget. The four GES 4.0 work streams are teaching and learning, research and innovation, communications, and infrastructure.
- Implement processes for _oversight _of the GES 4.0 initiatives and to ensure _high-quality _delivery.
- Initiate and _innovatively _project manage, together with ICS, an evidence-based digital ‘barometer’ for GES 4.0 and associated key performance indicators.
- Timeously develop executive-level and detailed reports demonstrating the cost-benefit relation for GES 4.0.
- Since GES 4.0 requires matched funding from external sources, facilitate the relation between various initiative leaders and, as appropriate, with the University’s Development Office.
- Four of the five GES Flagship Institutes, namely the Johannesburg Institute for Advanced Studies (JIAS), Confucius Institute (CI), Institute for Intelligent Systems (IIS), and the Institute for Pan African Thought and Conversation (IPATC), report to the SD SIA. The SD, in working with the Institute Directors, should advance the mandates of the institutes, and the UJ drive to advance global excellence and stature. In relation to institutes, the university may consolidate the approach or
