Construction Manager (or Site Manager) for a petrochemical plant shutdown would be responsible for overseeing the planning, coordination, and execution of the construction and maintenance activities during the shutdown of the plant. They would be in charge of managing the construction and maintenance projects and ensuring that they are completed on time, within budget, and to the required quality standards.

**Key responsibilities may include**:

- Developing and maintaining project plans and schedules
- Managing project budgets and resources
- Coordinating and communicating with contractors and vendors
- Ensuring project compliance with safety and environmental regulations
- Identifying and managing project risks
- Managing the project team and providing direction and guidance
- Preparing and presenting project status reports to management
- Coordinating the work of the contractors, vendors, and internal staff
- Inspecting work in progress and ensuring that it meets quality and safety standards
- Resolving any issues that arise during the construction process

The Construction Manager would be responsible for ensuring that all the construction and maintenance activities are carried out safely, efficiently, and on schedule, and that the plant is returned to normal operations as soon as possible. They would also need to have good knowledge of the petrochemical industry and the specific processes involved in the shutdown of a petrochemical plant.
