JOB PURPOSE / SCOPE

The Technical Manager primary responsibilities is aimed at providing overall leadership

management and general technical direction of the entire program, ensuring an

integrated vision among different components and actors, and a focus on achieving the

results defined in the contract. This individual will be expected to identify issues and

risks related to program implementation in a timely manner and suggest appropriate

program adjustments. This individual shall act as the key liaison between HIGHER

Health and all other counterparts and implementing partners involved with the program.

The position requires significant coordination skills, broad general and technical

knowledge, experience in developing countries and skills to ensure coherence and

consistency despite urgent deadlines. This position will report to the the CEO

KEY PERFORMANCE AREAS

KPA 1: Provide direction and leadership for the Special projects, CEO’s office

KPA 2: Operations to special related projects of HIGHER HEALTH

KPA 3: Human Resources and performance management of a) Special projects

KPA 4: Financial Management (Budgetary control, forecasting & Project Plans on

Expenditure) of a) Special projects

KPA 5: Monitoring and evaluation

KPA 6: Special funding Report writing - compliance to donor requirements

KPA 7: Development of Strategic Partnerships & Stakeholder Engagements

KPA 8: Communication, Advocacy and Lobbying

KPA 9: Support to the CEO and EXCO

KPA 10: Strategic guidance on GBV, Mental Health and COVID-19

ACCOUNTABILITY / RESPONSIBILITY AREAS

KPA 1: Provide direction and leadership for the Higher Education and Training Health Wellness Development Centre special projects in the CEO’s office

Job activities/Key performance indicators
- Leadership in programme design (project conceptualization, development of models, strategies, and structures) and technical support to the special projects to ensure efficient delivery of programmes.
- Efficient and Effective functioning of National Forums; Community of practice, Technical Task Teams and development of other Strategic forums within Higher Education and Training Health Wellness & Development Centre Programmes
- Development and maintenance of constructive relationships with funders, related governmental ministries and departments, universities, TVETs, CET’s and other stakeholders
- Development of new partnerships with Government, NGOs, development partners, UN Agencies and Private sector among others for the benefit of Higher Education And Training Health Wellness & Development Centre Programmes
- Sustenance of Ongoing Partnerships with existing donors and partners in the current Higher Education and Training Health Wellness & Development Centre Programmes.
- Establishment of innovative ways of cost effective and long-term sustainable delivery of Higher Education and Training Health Wellness & Development Centre programmes across the sector.

KPA 2: Operations of HIGHER HEALTH Special projects

Job activities/Key performance indicators
- Support special projects in the CEO’s office and team on day-to-day operations
- Support internal audit projects on strengthening operational systems
- Developing operational systems and controls for both operational and financial deliverables on the special projects.
- Technically design and build project plans with clear timelines an deliverables for all special projects in CEO’s office
- Routine engagements and reporting on the special projects deliverables to the CEO, executive management, donors and other relevant stakeholders.

KPA 3: Human Resources and performance management of Special projects in the CEO Office

Job activities/Key performance indicators
- Direct as well as oversight supervision, mentoring and provision of support and guidance to relevant HH team Managers, M & E Officers, Campus Coordinators and Administrative Structures among others.
- Direction, approval and monitoring of all special work plans and oversight of M & E Project plans
- Capacity building/strengthening for Programmes staff
- Performance management of Programme staff.
- Regular performance management within the CEO office.

KPA 4: Financial Management (Budgetary control, forecasting & Project Plans on Expenditure) Special projects in the CEO’s office
