**Background
The
**Technical Support Services (TSS) Activity **helps USAID/South Africa and Regional Health Office (RHO) to address technical priorities and develop creative, innovative solutions to strategically allocate resources, strengthen connections with partners, and replicate best practices and effective prog ram models. Through the TSS contract, Panagora Group augments capacity by providing technical, operational, and administrative support to USAID’s largest health portfolio. TSS deploys advisors in response to USAID requests for priority work with government stakeholders, implementing partners, and/or o ther entities. TSS supports Health Office staff and teams to integrate creative solutions into routine work. TSS also provides international and local expertise for surge support, as needed, for USAID Program Cycle requirements, planning, development, outr each, communications, and Health Office human resource functions.

**Description of Position
The Solutions Advisor | Public Health Expert and Researcher provides public health programming, research expertise and design, process reengineering and technica l writing support across TSS projects to support USAID/South Africa as well as USAID regional Health Offices (including but not limited to RHO, Angola, Botswana, Eswatini, Lesotho, Namibia, and Mozambique) to meet critical program objectives. S/he will be responsible for various tasks as described below; for these tasks the Solutions Advisor | Public Health Expert and Researcher will both complete the work and as requested develop the capacity of colleagues, USAID, government or implementing partner counter parts. The Solutions Advisor | Public Health Expert and Researcher will integrate innovative solutions to all projects, leverage what has worked previously, and adapt approaches to integrate lessons learned and to customize solutions to the unique needs of each Health Office.

**Principal

**Responsibilities**:
The Solutions Advisor | Public Health Expert and Researcher will work with the TSS team, particularly the Deputy Chief of Party (Technical) and the Southern Africa Health Programs and Team to develop TSS’ public health and research strategy to meet the needs of USAID and relevant stakeholders. The consultant will:

- Provide health system strengthening support in the following areas:

- Health Information and Research
- Conduct research studies to evaluate the effectiveness of public health interventions, programs, and policies.
- Utilize evaluation methods and tools to assess the impact and outcomes of public health initiatives and identify areas for improvement.
- Conduct epidemiological research to identify patterns, causes, and risk factors for diseases and health issues within a population.
- Analyze data and utilize statistical methods to interpret health trends and patterns, identify health disparities, and formulate evidence-based recommendations for public health interventions.
- Maximize utility and access of routine digestible analyses and deep dive analytics.
- Utilize innovative methods to incorporate routine programmatic data with other datasets such as geospatial, epidemiological, and private sector to improve understanding of clients and to support IPs to tailor and refine their package of care to clients
- Work across USAID Health Office teams and use priority data to highlight programmatic success in presentations in a variety of settings, including relevant PEPFAR meetings, stakeholder engagement meetings with ministries of health or other relevant ministries/departments, partners, other funders, etc.
- Capacity Development
- Develop resources to convert the output of the analyses to action and generate handover plans to strengthen capacity and sustainable implementation of the methods.
- Engage communities of practice to bring the latest knowledge and resources to influence data analytics and best practices for programmatic results.

- Review partner/program data, processes, and personnel capacity and work with partners to improve systems use and performance.
