Monitoring and Evaluating Consultant

**Job Advert Summary**:
Rand Water is currently looking for a Monitoring & Evaluation Consultant to manage the development, implementation and maintenance of a monitoring and evaluation (M&E) system that is effective in capturing and reporting programme and project progress in achieving outcomes and results and in-programme implementation, providing timely and accurate information.

**Minimum Requirements**:
**Qualifications required**:

- NQF (7) degree in Economics/ Statistics or related field.
- Graduate Qualification in Statistics/ Quantitative Measurement/ Monitoring and Evaluation would be an added advantage.

**Experience required**:

- 5 - 8 years’ experience in implementing of Enterprise-wide Monitoring and Evaluation system.
- Proven experience in Monitoring and Evaluation of strategic programmes/ projects in the public sector.
- Preference for quantitative analytical experience, including the ability to use Microsoft Excel and other econometrics and statistical software (e.g. STATA, SPSS).
- Experience in developing systems and tools for collection and reporting of output data and data management.
- Experience in developing policies, procedures and frameworks for effective Monitoring and Evaluation.

**Primary Duties**:

- Provide strategic and technical leadership to the programme and project in monitoring and evaluation, results reporting, data utilization for programme decision-making and knowledge management
- Lead the development and implementation of a results-based M&E framework and methodology
- Manage the development of qualitative and qualitative indicators, outcomes, outputs, baseline data, targets and a plan to monitor and evaluate performance and produce timely, accurate and complete reports
- Ensure that the M&E tool is adaptable to use to improve activity performance and that relevant and timely M&E information is provided in user-friendly formats to key stakeholders
- Collect and analyse qualitative and quantitative data to measure the performance, impact, and sustainability of relevant project
- Monitor compliance with M&E activities and act as a focal point to organise and manage monitoring reviews and evaluations
- Facilitate development and implementation of the project’s M&E plan, budget, and monitoring plans to effectively track project activities, outcomes, and results
- Manage the development and maintenance of project databases to capture relevant data on key indicators
- Conduct periodic routine data quality assessments and implement corrective actions to address gaps identified
- Manage the development and implementation of an effective M&E information systems including automated systems to support monitoring activities. Periodically review and revise the system so that it is adapted appropriately to changing operating contexts
- Engage with other programme/ project staff in developing and implementing annual project work plans
- Identify short-term M&E technical assistance needs, develop scopes of work for these assignments
- Facilitate the dissemination and utilisation of project results to inform project operations and share lessons learned within Rand Water and the sector
- Writing of regular, timely progress reports of project activities and results for management and other stakeholders
- Conduct rigorous assessments for demonstration/ pilot projects and other operations research areas
