- A Bachelors degree in monitoring and evaluation with social sciences in field, or equivalent, with 5-6 year of experience in the design and implementation of monitoring and evaluation programs.
- A Post-graduate degree in social sciences or a related field, or equivalent will be an added advantage.
- Experience in the Public Sector and working with Human rights or Gender related projects will be an added advantage.
- Experience in developing monitoring methodology, compiling reports, data collection and data processing.
- Experience in the development of assessment tools and framework.
- Capacity building

**Duties and Responsibilities**:
***
- Develop and manage the monitoring and evaluation tools and resources to be used by CGE management and staff.
- Monitor and evaluate the departmental monthly and quarterly reports to ensure adherence to the relevant legislation, regulations, standards and all CGE policies.
- Manage data collation, analysis, reporting and dissemination to internal and external stakeholders.
- Oversee the data management processes and management of Monitoring and evaluation systems.
- Manage all existing standard operating procedures and service level agreements within the institution.
- Evaluate and recommend further improvement of logical M & E frameworks including the theory of change.
- Monitor and evaluate the development of output and outcome indicators,
- Manage the reports on overall progress on achievement of results on a

quarterly basis.
- Ensure accuracy of information, and statistics for quarterly, annual and other management reports.
- Conduct annual project reviews and manage the evaluation the impact of

projects.
- Manage the maintenance within the data management system & make recommendations for development,
- Develop and manage M & E tools for project personnel and support them with budget related matters.
- Conduct monitoring and evaluation workshops and create awareness.

Participate in routine data quality assessments.
- Manage organisational Monitoring and evaluation processes and ensure they collaborate with strategic partners,
- Manage knowledge sharing and reflection with strategic partners,
- Manage the preparation of strategic briefs and other resource materials (e.g., presentations, information packs) to be used by internal and external stakeholders.
- Monitor information provided on strategic learning, which arise from programme interventions that require external sharing and feeds into advocacy efforts.
- Manage and ensure submission of relevant and accurate portfolio of evidence for all departments at the CGE.
