**OVERALL PURPOSE OF THE JOB**:
Responsible for licensing standards and regulations for all aircrew licenses; oversight of designated flight examiners; approval and oversight of examination centres.

**EDUCATION (FORMAL QUALIFICATION REQUIRED)**:
**MINIMUM**:

- 300 hours' flight instructor training experience

**IDEAL**:

- Airline Transport Pilot Licence with Grade I Flight instructor rating.
- Sound knowledge of training and training administration

**MINIMUM**:
**SI PEL, GSI OPS, Human Factors in Aviation, Safety Management Systems, EMPIC**
- Thorough knowledge of licensing regulations (Part 62 and Part 71), licensing practices, training regulations (Part 141 of the regulations),

**IDEAL**:

- Previously qualified on GSI PEL, GSI OPS, Human Factors in Aviation, Safety Management Systems, EMPIC

**EXPERIENCE (MINIMUM EXPERIENCE REQUIRED - TYPE AND NUMBER OF YEARS)**:

- Flight Instructor rating (Part 61 or 62) or SA Air flight instructor rating **(500 HOURS)**:

- Experience in the RPAS/UAV field **(3 YEARS)**

**KPA / MAIN OUTPUTS AND RESPONSIBILITIES FOR THIS POSITION**:
**CATS and CAR Development**:

- In co-operation with Managers: Licensing and Examinations
- Develop and implement Civil Aviation Regulations (CARs) and Civil Aviation Technical Standards (CATS) for the Civil Aviation Regulations Part 141 and Parts 64 in compliance with the Standards and Recommended Practices of ICAO Annex 1

**Operational Management**:

- Conduct audits on all Part 141 Certificate holders conducting aviation training as per the Master Surveillance Plan to establish compliance
- Conduct audits and inspections as per Organisation's Procedures to establish compliance
- Provide oversight the activities of designated cabin examiners and cabin instructors.
- Make relevant recommendations pertaining to safety management systems.
- Recommend enforcement measures with respect to regulatory non-compliances
- Provide factual reports of audits and inspections conducted on the training organisations.
- Monitor and follow up on the implementation of corrective action and the closure of action within allocated time frames.
- Facilitate approval, and their maintenance with respect to Training and Procedures Manuals
- Investigate and recommend action to the Director on any deviations to the requirements.
- Develop and implement standards for licensing administration that ensures adherence to requirements.
- Introduce adequate control measures to enable the organisation to effectively carry out its mandate of Safety and Security Oversight
- Update and amend all documentation, checklists and procedures to ensure compliance with the regulations.
- Recommending the approval/denial/withdrawal of exemptions and special approvals.
- Provide direct entry support to the legal system on enforcement issues

**Communications and Safety Promotion**:

- Project a professional and positive image of the Organisation to all stakeholders.
- Provide industry feedback to the Manager
