**Specific Duties**
Leadership and support (National)*
- Provide full verification, analysis and oversight of programmatic data.
- Develop induction modules on all data related information and processes of Ports to Arms.
- Ensure data collected, shared and used follows principles of ‘nothing about us, without us’ and ‘do no harm’ along with other ethical standards.
- Support the use of data for advocacy as well as for presentation in the online Tracker.
**Provincial monitoring in Gauteng Province**
**Weekly Monitoring Report**:Document and report weekly using the template provided. The Weekly Monitoring Report will contain a summary of vaccine rollout challenges and progress from the previous week; (not limited to the list provided below):
- Numbers of COVID-19 cases, deaths, and tests administered.
- Updates on vaccine stock.
- Monitor Gauteng’s progress toward provincial vaccination goals per the national rollout plan.
- Provide updates from a number of community sources including local and social media; monitor civil society preparedness (including monitoring the utility of Ports2Arms in providing communities with advance notice about vaccine shipments),
- Include descriptions of the unique context of historically underserved communities as well as make advocacy strategy and response mechanism recommendations for the rapid resolution of challenges to access.
**Incident Report**
The Incident Report will form a critical component of Ports2Arms, documenting in detail the:
- Barriers, roadblocks, and bottlenecks encountered throughout the vaccine distribution and uptake process.
- A description of any solutions found, or actions taken to mitigate the incident or barrier.
- Location of the incident.
- National rollout plan indicators impacted by the incident.
- Identify the CSO partner closest to the incident and document the partner’s level of awareness of said incident.
- Media coverage of the incident and communicate the needs of vulnerable groups impacted by the incident.
- Host monthly provincial stakeholder meetings on vaccine access and roll out
- Facilitate 2 district meetings in Gauteng Province once a month with districts in rotation
- District visits will comprise two parts - meeting with government vaccinations sites and secondly meeting with district civil society representatives working on vaccine access
- The aim of these meetings will, in addition to the monthly reporting, build relationships of trust and impact by hearing first-hand about the challenges, success stories and opportunities that will arise as the vaccine roll out progresses. _
- Monitor to what extent national policies to prioritise most at-risk groups and settings are effectively implemented at province level.
- Identify 1 community radio partner in Gauteng province and secure a regular QnA platform focused on building vaccine confidence
- Facilitate and co-chair weekly community radio discussions on issues of vaccine access, testing and treatment
- Identify 1 community newspaper in Gauteng province and secure a regular QnA platform focused on building vaccine confidence
- Draft in partnership with the African Alliance communication team a weekly community newspaper column on issues of vaccine access, testing and treatment
**Monthly Reporting**
- Collate and analyse data from the provinces and district site visits (weekly and monthly reports plus incident reports) into a South African Monthly Report
- Liaise with McGill University to integrate data sets into the Ports2Arms Tracker (e.g. key performance indicators, service availability and community readiness; vaccine uptake and coverage by geography, population groups, and risk groups, and over time, the growth or dissipation of misinformation and increase in confidence).
**Data management support**
- Tools testing and refining as needed
- Advise on best data collection tools for the project (based on initial piloting of paper tools)
- Liaison with the Tracker tech team at McGill regarding data sharing, development and design of the Tracker.
**CONSULTANCY POSITION - SERVICE LEVEL AGREEMENT TO BE ENTERED INTO FOR 12 MONTHS. R42 000PM FOR 3 MONTH PROBATIONARY PERIOD AND THEREAFTER R50 000PM**
