Reports to: Monitoring and Evaluation Manager & Program Manager

**Primary Purpose**
This position will support the M&E Manager in implementing the Monitoring plan for all RDP programs, including planning and development of new programming, leading new concept note and proposal development, designing and overseeing monitoring plans for all current and new projects, and designing and leading evaluation for targeted RDP programs and projects.
**Supervision**
This position reports directly to the M&E Manager & Program Manager.

**Essential Duties**

**MEAL Tool Development and Data Management**
- Develop and implement a robust monitoring and evaluation system that will ensure tracking of results at different levels (outputs, outcomes, and impact).
- Maintain an integrated database of South African projects/programs and ensure accountability through regular data updates, data integrity, and working in collaboration with the IT and M&E Coordinator.
- Work with Program officers and managers to ensure the collection of relevant and appropriate data needed for an effective MEAL system which will be utilized in monitoring the existing projects/ programs and services and for reporting on donor commitments.
- Assist the Design Monitoring & Evaluation Manager in reviewing existing data collection tools for the current country programs and projects.
- Provide assistance in the development of proposals, and grant writing and be able to provide the necessary literature review.

**Monitoring and Reporting**
- Maintain and update the overall indicator results frameworks for the South African projects and programs.
- Supervise the implementation of Monitoring & Evaluation (M&E) plans for all projects and proposals including work-plan and performance management plan (PMP)
- Carry out regular data quality assessments/audits for MEAL data based on agreed indicators to guide decision making.
- Provide alert to the respective staff on corrective actions required to avoid delays in implementation, including flagging operational issues and risks requiring timely actions.
- Review monthly progress reports from network partners and ensure they have evidence to back-up and provide feedback to the respective staff.
- Assist the M&E Manager in the collation and preparation of South African reports related to internal reporting such as the quarterly and annual reports.

**Assessments, Surveys, Research and Evaluation**
- Adhere to accountability requirements by initiating baseline surveys for new projects/programs and conducting relevant evaluations for ongoing projects to meet RDP standards.
- Ensure that RDP South Africa learns from all final evaluations of completed projects for decision making and improvement of project designs.
- Assist the M&E Manager in the execution of country assessments, evaluations, PDM, research, and performance evaluation tasks including planning and reporting on the same.
- Assist the M&E Manager in the development of Terms of Reference (TOR) for external surveys and
- consultant recruitment and selection.
- Support the M&E Manager in reviewing all survey reports prepared to ensure quality and accurate reporting.

**Learning, Accountability and Capacity Building**
- Provide relevant evidence for learning from projects.
- Ensure Accountability and Gender standards are consistently adhered in program delivery.
- Build capacity of staff through training to ensure adoption of new data monitoring tools and quality of data collected.
- Keep abreast of new approaches and tools on MEAL and provide training to RDP South Africa staff as requested. Enable staff to monitor and evaluate their own efforts, gather relevant data and produce required progress reports.

**Education**:
Bachelor’s degree in a related field (e.g., International development, Statistics, Demographics Project Monitoring and Evaluation, and IT) or 4 years of paid work experience in lieu of a bachelor’s degree is required.

Master’s Degree is preferred.

**Experience**:

- Minimum of five years of experience working in the field of monitoring and evaluation
- Proven success in designing, implementing, and operating M&E systems from project initiation to close out
- Experience in strategic planning and performance management, including indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans
- Experience in planning and managing surveys, developing, and refining data collection tools, and with data quality assessments and oversight
- Working with data analysis software and strong analytical skills a must
- Designing and leading trainings and interactive workshops
- Working with and building capacity of partners an advantage
