- To ensure the efficient, effective and economic coordination of interventions that ensures support to line management on all aspects of education, training and development in order to ensure efficient & effective utilisation of the human resources of the LAB. KEY OUTPUTS i. Report on the employment equity transformation progress on a quarterly basis. ii. Implement and manage the process of ensure that the employment equity 5 year implementation plan is current, reflecting the activities to be conducted and by whom. iii. Improving the BBBEE scoring achieved, assigning transformation targets to business units, monitoring performance against set targets and managing the annual BBBEE verification process. iv. Plan, Prepare and complete the task necessary for the submitting of the Employment Equity Plan to the Department of Labour. v. Prepare template illustrating the employment equity status of each business unit for internal use. vi. Conduct skills audit when necessary and determine scarce and critical skills. vii. Together with the IDPs, for each regions and leadership positions develop the annual training plan. viii. Monitor training conducted on a regional basis and report monthly against targets. ix. Provide guidance and make inputs at skills development and employment equity committee x. Identify training needs for committee members. xi. Evaluate Training Programmes and design assessment activities and instruments. xii. Pilot training programmes and give presentations. xiii. Evaluate and follow-up on training. xiv. Consolidate the national Individual Development Plans (IDPs) xv. Compile reports and present to management i. In-depth knowledge of Education, Training and Development, a working knowledge of the Human Resources function and Project Management principals, and how to facilitate within the organisation ii. Functional ability in utilisation of electronic human resources systems and technologies iii. Able to create “functional integration” between the Organisation and its Employees. iv. Ability to implement best practice and work effectively with the employees of the organisation. v. Able to partner with the OEDM to support the achievement of strategic objectives through effective support processes. vi. Effective working relationship with the OEDM, HRE, Senior Managers and Executives. vii. Excellent analytical, organisational skills, business acumen and the ability to deal with ambiguity and meet demanding deadlines and manage projects viii. Consulting skills and a Collaborative style is necessary for this position. Advance People skills are necessary.-

- In-depth knowledge of Education, Training and Development, a working knowledge of the Human Resources function and Project Management principals, and how to facilitate within the organisation Functional ability in utilisation of electronic human resources systems and technologies Able to create “functional integration” between the Organisation and its Employees A recognise bachelor’s degree in Human Resources - Management/Development, Industrial Psychologically or post graduate qualification with human resources as a major 5 Years working experience, minimum of 3 Years in education, training and development Knowledge and understanding of all legislation related to Education, Training and Development Experience that would assist the incumbent in driving a service excellence mindset and building relationships within the organisation.
