Senior Analyst

-The purpose of this position is to lead and perform the supervision of national payment system (NPS) participants and their activities in order to promote a safe, reliable and efficient payment system. -Detailed Description Maintain the supervisory framework by conducting benchmarking exercises and research to ensure that the framework conforms to best practises. - Develop a supervisory programme to plan and implement supervisory activities for the division. - Manage the supervisory programme. - Take responsibility for the continuous improvement of the supervisory process and update any changes to the supervisory methods and processes. - Perform the supervision of NPS participants and their activities, including financial market infrastructures, financial technology (fintech) entities, payment system providers, systemically important financial institutions, systemically important payment systems, system operators, third-party payment providers, and so on. - Lead briefings and make presentations to applicable internal and external stakeholders on supervisory findings relating to NPS participants and their activities. - Prepare presentations and reports for use by senior departmental stakeholders during feedback to the management of the South African Reserve Bank (SARB). - Provide feedback through presentations and reports to the management of the SARB. - Conduct supervisory administrative functions as required for the division. - Analyse supervised entities’ quantitative and qualitative data, and compile reports covering compliance, risk and governance issues. - Manage the performance, where required, of the analysts in the function by providing technical assistance, coaching and mentoring. - Prepare reports on supervision ‒ to be included in the Oversight and Supervision Annual Report. - Develop and maintain the supervision procedure manual. - Lend support to the Oversight Unit of the Oversight and Supervision Division (OSD), where required. - Engage and collaborate with other divisions within the NPSD, as well as other departments within the SARB relating to NPS supervisory matters, where required. - Engage and collaborate with other regulatory bodies and stakeholders relating to NPS supervisory matters, where required. - Provide training and communication on supervisory matters, where required. - Participate in fora on behalf of the NPSD as it relates to supervisory matters. - Assist the Divisional Head: OSD in suitably capacitating the Supervisory Unit. - Assist in maintaining business information systems to provide accurate and meaningful information on the payment system. Job Requirements an Honours’ degree in Commerce, Economics, Finance, Risk Management, Information Systems or an equivalent qualification in the field of specialisation; and - eight years’ experience in the banking or financial sector, including evidence of managing deliverables in leading projects, with a minimum of five years’ experience in a payment system environment. Additional requirements include: - knowledge of the financial sector regulatory environment; - knowledge of the payment regulatory environment; - a working understanding of the NPS; - sound knowledge of supervision as well as oversight; - sound knowledge of research methodologies; - proven facilitation and presentation skills; - experience in project management and risk management; - auditing skills; - information system skills; - excellent interpersonal as well as verbal and written communication skills; and - proficiency in the use of Microsoft Office products.
