**_ Position Purpose:_**
- Implement the sourcing strategy and procurement processes at regional level to achieve and exceed service levels for the

procurement of goods and services in line with the iSCM policy, processes, and relevant legislation
- Lead an integrated regional supply chain function and provide support at National level to enable Transnet Academy (TA)

business operations:

- a) Ensure material and service availability as per operational/ maintenance/ emergency requirements for the business

b) Ensure expediting of materials required for emergencies and planned programmes for national Academy business

c) Lead, direct and consolidate tactical and contract sourcing, and the formulation of all operational procurement objectives

for the regions

d) Ensure that all sourcing is done in accordance to the Procurement Procedures Manual (PPM) and that all CFRCs are

monitored and reported accordingly
- Monitor and ensure compliance of regional procurement activities to Transnet Group integrated supply chain management

processes and all relevant legislation, including National Treasury directives issued from time to time

**_ Position outputs:_**

Functional management
- Drive implementation of the sourcing strategy at regional level to achieve and exceed service levels for the procurement of

goods and services, ensuring compliance with legislative and iSCM governance requirements
- Implement the Transnet Academy procurement strategy and systems, processes, and practices within the regions to enable

the delivery of effective procurement ACTIVITIES, contract management, and enterprise and supplier development solutions
- Ensure tactical and operational purchasing excellence within the regions of the Transnet Academy
- Compile an annual procurement plan detailing capex and service requirements based on consolidated regional demand
- Ensure Procurement demand plan is actioned and closely monitored
- obtain annual signoff and cost centre allocations
- Manage interactions with key suppliers and resolve conflicts arising from operational issues such as ordering, delivery times,

payment of invoices, and other
- Implement corrective action where key suppliers fail to meet contractual SLAs, and implement proper contract close-out for

all strategic sourcing contracts
- Improve efficiencies of all procurement transactions from order to payment to reduce the total cost of goods and services

procured while maintaining product quality and supplier service levels
- Drive performance improvement initiatives aimed at achieving year-on-year reduction in total procurement spend within the

regions
- Report on the overall performance of the operational procurement process within the regions and progress against

achievement of targets on a monthly, quarterly, and annual basis. Update dashboard for management
- Manage day-to-day purchases and turn-around time, and ensure that repetitive purchases are placed onto contracts (tactical

buying) and manage for the Academy
- Work closely with the contract management department to ensure that contractual obligations are met and communicated

procurement to inform business planning, and promote innovative approaches to enhance value and improve efficiency
- Identify potential bottlenecks in service delivery and formulate plans to manage potential risks and crises
- Identify and develop reliable alternative sources of supply and negotiate suitable supply contracts from local and overseas

markets
- Procure all materials within targeted costs and achieve cost improvements
- Ensure optimal execution of processes related to Expediting, Contract, Administration, Supplier Data Management and

Management Reporting functional areas
- Plan and resolve resource constraints within the regional team in respect of staffing, information, systems and physical

infrastructure
