**Summary of Key Responsibilities**
- Reporting to the Chief Operating Officer this position ensures that the Department provides its clients with strategic and operational supply chain management services that satisfies their business needs in accordance with policies and organisational objectives

**Key Responsibilities**
- Develop, continuously enhance and drive the implementation of the Supply Chain Management Strategy.
- Provide specialist advice, and guidance on Supply Chain Management Procedures and policies.
- Oversee the negotiation of contracts, pricing discounts, and agreements with vendors with an emphasis on maximizing value for organisational funds.
- Oversee development, continuous enhancement, implementation and monitoring of efficient and effective Contract Management
- Develop processes and systems for effective and efficient management of Supply Chain Management services across the organisation.
- Oversee divisional operational expenditure against approved budget and introduce corrective measures to ensure financial discipline and accountability.
- Provides guidance on financial efficiencies such as cost/price, cost/volume profit concepts.
- Develop and review internal control environment that ensures good governance and other relevant regulations.
- Oversee the management of supply chain management risks to protect organisational integrity, create value, prevent financial loss and ensure compliance with applicable policies and legislations.
- Build and maintain relationship with relevant External stakeholders and service providers.
- Build and ensure effective communication with all stakeholders across the Company
- Evaluate Resource
- and Workforce plans to ensure that departments are well equipped to meet customer and business needs.
- Ensure that there is a culture of learning and development in the Division to ensure the department has a skilled workforce that is familiar with and understands latest trends, guidance, directives etc and can support the business with relevant and useful information.**Inherent Requirements**

**Required Minimum Education / Qualifications and Work Experience**:
**Minimum Education**
- Degree in Supply Chain Management/ Logistics/ Procurement or equivalent qualification.

**Minimum Work Experience**
- 10 years procurement experience of which 5 years should be on Management Level.
- Knowledge of Overhead Track Equipment (OHTE), Transmission Line, Substation and general electrical materials will be an added advantage.

**Other Requirements**
- Experience in Financial management and reporting
- Business planning and acumen
- Knowledge of PFMA and relevant national treasury regulations
- Strategic management skills
- Knowledge of Management information systems
- Project management skills
- Understanding of applicable legislative frameworks and regulations
- Knowledge of BBBEE and PPPFA
- Knowledge of the Principles and practice of effective procurement and financial awareness
- Knowledge of the Tender process administration and guidelines
- Experience in the development of tenders/contracts and requests for proposal documents
- Must have a valid Driver’s Licence and own transport
- Must be willing to work excessive hours in order to meet or exceed deadlines.
