Senior Demand Officer

Reporting to the SCM Manager, the Senior Demand Officer is responsible for demand management, market analysis, and compilation of the procurement plan in line with SCM Policy and Procedures in support of the company's vision, mission, and strategic organisational goals.

Key Responsibilities:

1. Conduct needs assessment, categorising commodities and acquiring budget confirmation.
2. Compile the procurement plan for operational budget based on needs assessment and budget availability for procurement above R1 million or determined by National Treasury.
3. Compile the consolidated procurement plan for capital projects based on departmental procurement plan submissions and budget availability for procurement above R1 million or determined by National Treasury.
4. Review specifications and ensure compliance with relevant legislation.
5. Conduct market analysis and commodity price checks to assist user departments with cost estimations for their services or goods required.
6. Compile and maintain a commodity price list for acquisition benchmarking.
7. Advise on suitable sourcing strategies based on market and price analysis.
8. Manage and report on the procurement plan progress/performance on a monthly, quarterly, and annual basis.
9. Advise on bid specifications and assist end users in compiling specifications in line with SCM prescripts.
10. Provide support in the bid and quotation process relating to needs analysis, price benchmarking, and ensuring compliance with all SCM legislative and prescriptive requirements related to demand management.
11. Directly supervise SCM subordinates on demand-related items where required.
12. Ensure compliance and monitor the system in terms of the PFMA and all relevant legislation related to SCM and demand management.
13. Implement, update, and report on the risk and audit action plan related to the demand management unit.
14. Adhere to HR Policy and Procedures (PMS, Training, etc.).

Requirements

1. National Diploma in Supply Chain, Economics, or Finance (4 years experience).
2. Degree in Supply Chain, Economics, or Finance (5 years experience).
3. Training and Development experience.
4. Experience in the water industry and Enterprise Resource Planning system (ERP).
5. Knowledge of market analysis techniques and IT systems (SAP).
