Human Services Eligibility Program Manager 2025/02/25

This is a management level position requiring highly professional, administrative and technical work managing the operations of the Disability Advocacy Program and Pinellas County Health Care Program, a section within a division of the Department of Human Services. An incumbent in this position is responsible for the coordination, supervision, and day-to-day operations of the section. Duties also include program planning, staff selection, coaching, counseling, training, and working closely with the Human Services Program Administrator on program policies and operational procedures to ensure maximum management efficiency. Considerable independent judgment and initiative are exercised in carrying out the daily operations of the division. Work is performed under the general supervision of the Human Services Program Administrator.
This Section Manager 1 position is located at: 647 1st Avenue North, St. Petersburg, FL, with some remote work.
What Will You Do
1. Manages the programs and activities of the Disability Advocacy and Pinellas County Health Program.
2. Manages, supports, and guides case management staff in provision of services and quality assurance.
3. Plans, assigns, trains, supervises and evaluates the work of assigned staff.
4. Establishes goals and objectives for subordinate staff within the section.
5. Provides administrative support to the Human Services Program Administrator in any and all phases of the management of the section.
6. Assists with the development of general policies in consultation with the Human Services Program Administrator.
7. Provides recommendations, presentations, and reports on a variety of planning related functions.
8. Develops training materials.
9. Performs related work as assigned or required.
What Do You Need
Experience: Progressively responsible technical, professional, and administrative functions in social work, human services, public administration or a related field that includes 1 year of supervisory experience.
Degree: Social work, psychology, sociology, public administration.
1. Six or more years of experience as described above.
2. Associate's degree and 4 or more years as described above.
3. Bachelor's degree and 2 or more years as described above.
4. Master's degree or higher-level degree as described above.
5. An equivalent combination of training and experience.
Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations is mandatory.
Possession and maintenance of a valid State of Florida Driver's License upon hire with eligibility based upon evaluation of a Motor Vehicle Record (MVR) driving report.
Highly Desirable
1. Knowledge and experience with the Social Security claims process.
2. Knowledge of the Pinellas County Health Program.
3. Advanced leadership techniques and practices to evaluate and determine program goals and objectives, maximizing effectiveness of organizational work units through staff selection and assignments.
4. Case management theories and techniques experience.
5. Experience developing training materials.
6. Experience in principles, practices and procedures of public and business administration.
7. Experience planning, supervising and coordinating technical and administrative programs.
8. Experience communicating effectively, both written and orally.
9. Experience making presentations to a variety of groups.
10. Experience establishing good working relationships with staff, other organizations, agencies, officials and the public.
11. Experience utilizing computer applications and software.
