FACT is seeking a highly skilled Strategic Procurement Expert: Capital Infrastructure Management to join our team.
About the Role
This pivotal role entails executing and facilitating the RFB process in capital projects, ensuring accurate tender specifications, tender documents, and overseeing the entire tender process until its conclusion.
Main Responsibilities
- Project Timelines Alignment: Ensure that goods & services are procured in alignment with project timelines by implementing a procurement plan that meets organisational and divisional Balanced Score Card requirements.
- Procurement Strategy Development: Collaborate with requesting departments to prepare procurement strategies for acquiring infrastructure goods and services.
- Supplier Management: Manage project-specific briefing sessions for suppliers of engineering and construction services.
- Preferential Procurement Strategy Implementation: Plan and implement preferential procurement strategies in the implementation of capital projects.
- Enterprise and Supplier Development: Plan and implement enterprise and supplier development strategies in the implementation of capital projects.
- Market Analysis and Guidance: Conduct market analysis and guide user departments on appropriate procurement strategies and methods.
- Internal Client Liaison: Liaise with TCTA internal clients in relation to procurement of infrastructure goods and services for the implementation of infrastructure projects.
Contract Management and Administration
- Contract Register Inputs: Provide inputs into the contract register.
- Variation Order Review: Review variation orders prior to approval.
- Policies and Procedures Updates: Provide inputs to policies, procedures, and templates.
- Invoice Review: Review invoices for accuracy of rates and validity of contracts prior to submission to Finance for payment.
Stakeholder Management
- Stakeholder Engagement: Proactively engage internal and external stakeholders in the preparation of procurement processes.
- Progress Updates: Keep requesting departments updated on progress with the procurement process.
Risk Management and Governance
- Risk Identification and Mitigation: Identify risks and implement adequate mitigation measures.
- Action Plans: Implement action plans to mitigate identified risks within set timelines.
- Audit Submissions: Ensure submission of relevant information as requested by auditors within prescribed timelines.
- Management Action Plans: Inputs into management action plans to address findings.
Reporting
- Monthly and Quarterly Reporting: Provide procurement information for departmental management monthly and quarterly reporting.
Requirements
To be successful in this role, you will require:
- Degree or B. Tech Qualification: A degree or B. Tech qualification in Procurement / Supply Chain Management or any other relevant field of study.
- Experience: Minimum of 8 years' experience in a purchasing and procurement professional (construction) role preferably within a public sector procurement environment.
- Mega Projects Experience: At least 3 mega projects contracts procured (construction) and managed until contract closeout.
- Contract Knowledge: Knowledge of various forms of contract such as FIDIC, NEC3, JBCC.
Salary Estimate
The estimated salary for this role is between $120,000 and $180,000 per annum, depending on location and experience.
