PURPOSE AND MISSION OF THE ROLE:
- Ensure that procurement contributes effectively to project objectives as outlined by the Project Manager.
- Guarantee that procurement aligns with the sub-system objectives as set by the Sub-System Manager (SSM).
- Facilitate the project’s alignment with the overarching procurement goals of the platform.

KEY RESPONSIBILITIES
DEVELOP AND EXECUTE THE PROJECT PROCUREMENT STRATEGY WHILE MAINTAINING QUALITY, COST, AND DELIVERY (QCD) COMMITMENTS
- At the initiation of the project, secure QCD Procurement Commitments as established during the tender phase across Leading Units (LU) and Participating Units (PU), ensuring clarity among SSMs and Procurement Teams.
- Collaborate with the Procurement Platform Director (PPLD) to define the Project Procurement strategy, transforming it into a Project Procurement Management Plan that receives approval from relevant stakeholders.
- Ensure that the Project Procurement strategy is effectively communicated, understood, and implemented by procurement teams and the SSM.
- In partnership with the Legal Department, develop and disseminate specific legal requirements applicable to the project, ensuring proper utilization by stakeholders during contract validation and related processes.
COORDINATE, CONSOLIDATE, AND OPTIMIZE PROCUREMENT ACTIVITIES, PERFORMANCE, AND EFFICIENCY ACROSS THE PROJECT
- Oversee buyers engaged in the project to ensure their contributions align with project QCD objectives.
- Organize procurement kickoff meetings involving the PM, SSMs, and procurement teams.
- Maintain a comprehensive view of project and supplier progress, identifying challenges and collaboratively determining corrective actions with procurement and SSMs.
- Facilitate contract creation and execution processes.
- With the support of PrCM, arrange supplier contract meetings to review the status of contract creation and execution, ensuring compliance with project timelines and proactively addressing potential risks.
- Contribute to safeguarding Alstom's rights through proactive claims and protecting against defensive claims as per the claim process RACI.
- Establish appropriate processes and tools, including reporting mechanisms, and ensure their application throughout the project.
- Ensure compliance with the Project Procurement strategy and QCD requirements during business award decisions.
- Monitor adherence to project-specific conditions, such as localization rates and financial terms.
- Appropriately escalate procurement issues and risks affecting the project while proposing corrective measures.
- Ensure accurate reporting of procurement QCD performance for each sub-system and component.
- Oversee the deployment of the electronic Parts Maturity Follow-Up (ePMFU) tool across all Sub-Systems and Components, providing a comprehensive overview for the PM.
MANAGE THE MATERIAL WORK PACKAGE: COSTS, RISKS, AND OBJECTIVES
- Compile the respective Sub-Systems Estimate at Completion and consolidate all Work Package (WP) assessments, being accountable for the overall Project Procurement Saving Assessment Project Register (SAPR) and Risk Assessment Project Register (RAPR), including supplier claims.
- Develop improvement plans with Sub-System and Component teams, monitoring progress to ensure alignment with project objectives.
- Co-validate with the Sub-System Manager any discrepancies against the Financial Project Review n° 0 (FPR0).
WORK DISTRIBUTION
- Depending on project size and complexity, the PPM function may be shared among several PPMs. In such cases, a 'leader' will be designated to oversee overall coordination and reporting to the head of the project, with clearly defined scopes for each PPM.

- C: Cost savings relative to budget
- D: Timeliness of Go Order
EDUCATIONAL BACKGROUND
- National Diploma in Purchasing or equivalent. Bachelor’s degree in Purchasing, Finance, Economics, Accounting, Engineering, Information Technology, or a related field.
- A minimum of 5-7 years of experience in procurement or a similar industry.
- A professional background in procurement, quality, supply chain, or technical fields.
- Significant experience in sourcing and supply chain, preferably in manufacturing, automotive, or rail industries, with at least 3 years in a management role.
