- 1 **JOB DESCRIPTION**
- 1.1 PURPOSE AND SCOPE- The HR Officer is responsible for functional lead and support to the HR Manager in the areas of Compliance, Policy Development and Improvement, Statutory Compliance Reporting and Performance Management support to the HR department- The list of responsibilities below is not intended to be exhaustive. Other duties or tasks may be assigned from time to time that are within the capabilities of the job incumbent.- Ensure appropriate communication with the relevant persons and organisation and that all resultant files are appropriately kept.- 1.2 RESPONSIBILITIES:
- 1.2.1 Compliance - Policies and Procedures- Assist with development and implementation / communication of policies and procedures
- Ensure all employees onboarded are trained in all company policies and procedures and is documented in recruitment onboarding pack
- Ensuring regular employee training/ communication and declarations of all Company local and global policies (annually) ( Talent soft)
- Require all new employees to be verified via AEB screening - Salaried
- 1.2.2 Employee Lifecycle / Onboarding and Offboarding - Talent- Responsible for onboarding and offboarding of permanent staff
- Drafting of appropriate adverts for vacancies
- Manage and schedule interview process (site and head office), for all functional wage and salaried positions (excluding manager positions)
- Maintain proper records on the recruitment process
- Assisting with drafting and maintenance of suitable contracts of employment (students /graduates, wage positions)
- On-boarding and announcements of new personnel
- Assist in delivery of comprehensive recruitment processes for all recruitment (perm and non-perm); educating the business on best practices in recruitment
- Ensure all salaried and wage contracts are updated annually and in alignment to any changes in employment and labour law / collective or plant-level agreements
- Contracts administration and approval - verification of all contracts from operations and data integrity checks from payroll in alignment with labour and employment law / collective and plant level agreements
- Preparation and sign-off of all termination documents for employee off-boarding and stakeholder requirements ( ie. Salary schedules, UI19 documents, Maternity agreements and UIF claims, Incapacity Claims
- 1.2.3 Statutory Compliance and Reporting - Data verification for BBBEE, SETA, and Codes of Good Practice Compliance:
- 1.2.3.1 Monthly HR reports for relevant business units - i.e. headcount, transformation, poor performance, appointments and terminations, staff turnover, and IR report and other relevant information.- 1.2.3.2. Employment Equity - BBBEE:
- Support the HR Manager with ensuring that the organisation complies with the Code of Good Practice requirements.
- Ensure the implementation of the EE recommendations from the HR manager
- Ensure that meetings are scheduled
- Gathering of all required documents of information
- Company Workforce Profiling for target purposes
- Monitoring company EE Targets
- 1.2.3.2. Skills Development Reporting - BBBEE:
- Ensure HR Training and Development Coordinator Skills Claims Reports provided are accurate and timeous for BBBEE reporting and planning
- Assist HR Manager and HR Coordinator with Skills Plans and Targets where needed
- Assist HR Training and Development Coordinator with Skills Claims and Reporting to SETA as well
- 1.2.4 Dept of Labour and Annual site audits- Ensure sites and all project locations comply with legislation, publishing of all acts and policies and procedures. Conduct bi-annual audits
- Assist sites with overtime exemptions where necessary Communicate company policies and procedures
- 1.2.5 - Training Management and Performance Management Talent Management:
- 1.2.5.1 Training and Development:
- Assist with training requirements for sites and head office employees
- Assist with compiling and maintaining training reports and data verification for BBEEE audits, SETA and Employment Equity Compliance
- Assist HR Manager with effective alignment and tracking of coaching plans within the organisation
- Assist HR Manager with identifying competency and skills improvement of workforce
- Assist HR manager with compiling training plan and matrix, and any competency matrix following personal development plans and performance evaluation
- Administrative support for courses, workshops, and programmes.
- Administration (capturing, delegate evaluation summaries, template creation)
- Scheduling of Training, Venue Logistics if necessary
- Scheduling of Training Material collection by Facilitators /Trainers
