Senior Manager: Market Operations and Analysis

The main purpose of this position is lead and manage the Market Operations and Analysis (MOA) division. The main functions of MOA are to ensure the effective implementation of SARB monetary policy, foreign exchange rate operations and investments; funding operations of government, the management of the Corporation for Public Deposits (CPD) investment portfolio; reference rate reform and Financial Markets analysis and research.
Detailed Description
Provide input into the departmental operational plan aligned to the SARB strategy, communicate and clarify the vision and strategic goals of the SARB and department to the MOA team.
- Take accountability for the development and compilation of divisional operational plans and budget aligned to the FMD and the SARB; as well as the implementation, monitoring and reporting thereof.
- Ensure a well-articulated and crafted strategy for the Division, in the pursuit of the Departments objectives and the SARB’s strategic focus areas
- Identify and mitigate risks related to the MOA function and ensure compliance with relevant governance frameworks.
- Set boundaries within which MOA staff members work and ensure alignment with related functions and organisational value chain.
- Lead the Market Operations function with set, achievable objectives and targets, prioritise work, manage resource utilisation, quality of deliverables and control costs.
- Manage the performance of staff, promote and support career management and development.
- Provide strategic direction and oversight of the following key areas:

- liquidity management operations for the implementation of monetary policy as well as operations associated with SARB’s role as funding agent for government.
- Reform of reference rates in South Africa, including the implementation of new reference rates and adherence to the Jibar Code of Conduct
- financial market analysis and research in preparation for internal policy meetings (MPC; FSC and GEC) as part of division’s participation in the formulation of monetary policy.
- investment of the Corporation for Public Deposits (CPD) funds and management of various aspects of this function, including but not limited to the interest rate structure and Sustainability framework of the CPD.
- Chair the CPD Management Committee to ensure deliverables to the CPD Board are met timeously and to the necessary standards.
- research and benchmarking of domestic and foreign exchange market operations in line with international best practices.
- Lead in building and maintaining stakeholder relationships in order to drive market intelligence gathering.
- Participate in external committees to ensure effective co-ordination of monetary and public debt management operations
- Chair the Money Market Subcommittee of the Financial Markets Liaison Group
- Oversee and manage international work of the department as it relates to the BIS Markets Committee; SADC Financial Markets Subcommittee and other international for a as applicable.
Job Requirements
a Masters’ degree (NQF8) in Finance/Economics OR equivalent; and
- eight to ten years of experience in financial markets, with at least five years in a leadership role.

The following would be an added advantage:

- Knowledge of and ability to work with Bloomberg and/or Refinitive
