Crime Prevention and Risk Management (Financial Focus)
Crime Prevention
Compile plan for effective management of the SCC and depots. Review the plan every two years to see if still relevant or any time when there are changes
Compile an access procedure and implement it for both train and bus depot;
Implement patrol patterns focusing on critical infrastructure, vulnerable sites and offices to prevent the occurrence of undesirable events or crime. Patrols must be done by your BOC personnel and SSP’s.
Inspection once a week the emergency doors for damages and to ensure that is properly locked.
Weekly inspection of the perimeter fence, checking for damages and vulnerable points and make recommendation for security enhancement.
Keep a security risk register with preventative measures for all the identified and anticipated risk. Update the security risk register on monthly basis or at any time when new risk is identified.
Ensure that the both train and bus depots inclusive of the perimeter are kept illuminated by inspecting the lights and report on those not working.
Submit weekly report on the functionality cameras of the entire Gautrain System and ensure MAXIMO numbers are registered for repairs or not. Follow up on the repairs.
Ensure that all doors leading into the office blocks that require to be locked are closed and locked, mostly after hours.
Hold two roadblocks per week to prevent and combat theft or the unlawful removal from and introduction of prohibited substances into the premises
Ensure that Alco Test is conducted daily at the gate entrance or in the offices and keep record. These tests must be conducted in the morning, afternoon/during the day and during the night to cover all the shifts.
Ensure that gates are closed during the nights, weekends starting from Friday 18:00 and holidays for the entire day and night.
Implement effective access management for the visitors.
Implement access management for the staff who left or forgot their cards at home.
Ensure effective monitoring of the Security and Access Management System (SAMS) and report all breaches or deviations.
Ensure that during strikes or emergency situation diaries/reports are recorded accurately on the prescribed formats and uploaded on Cyber Incident Investigation Management System (CiiMS)
Create a reporting system, by your staff to enable you to receive information within 15 minutes of it being received by SCC for incident reported at SCC.
Report all incidents that need management attention to your line manager within 20 minutes after receiving it;
Ensure that applicable security resources are Mobilized, Dispatched, Coordinated and directed the, whether at the station, parking facilities, rail reserve, buses etc. in relation to a reported security incident or work permit implementation
Staff Management
Hold monthly meeting with your staff, keep minutes and attendance register;
Record such meeting on CiiMS and Paper trail;
Manage the daily roster of your staff to ensure that SCC is at all-time having a person on duty;
Manage time and attendance of your staff by ensuring that they clock in and out of duty;
Manage leave for your staff to ensure that everyone get enough rest and avoid abuse of leave. Work with the roster clerk to ensure that no member of your staff goes on leave without your permission/authorization
Manage lunch breaks for your staff that they take lunch as stipulated on the company policy and labour law.
Ensure that the staff wears uniform as stipulated on the uniform policy.
Ensure that SCC monitor, evaluate, respond and dispatch resources to CCTV Alarms (Analytics) Pop-Up’s on the CCTV System
Have at all times updated list of contact for Law Enforcement Agencies (Rail Police, local police METRO Police, ambulances and fire brigade), to enable your staff to contact them in case of emergency or need.
Ensure that staff Inspect, Complete and register critical area (APS, CCTV, Thermal CCTV) Checklists on the CiiMS System.
Ensure that staff under your command register all security incidents and relevant associated information for reporting purposes on the CIIM.
Ensure that they register penalties for non-compliance of the SLA.
Ensure that SSP conduct searching for people coming in and out of the depot and erect roadblock on certain days to do surprise search.
Implement access and egress procedures for both train and bus depot
Security Systems (Processes and procedures)
Ensure that SCC communicate through radio System with all the SSP’s deployed at Stations, Rail reserve and in the trains to find out if they are carrying out their duties as required;
Ensure that staff use all the phones allocated at the SCC cost effectively to ensure the availability of lines when needed or calls externally
Ensure that at all times SCC hotline cell phone, is open for all emergencies.
That you remain available and reachable at all times, accept when you are on leave, for your staff in case they need to inform
