**About CABRI**

The Collaborative Africa Budget Reform Initiative (CABRI) is an intergovernmental organisation that provides a platform for peer learning and exchange for African ministries of finance, budget and planning. Since its inception, CABRI has investigated what works, what doesn’t and under which circumstances from the perspective of the practitioner. CABRI understands that context matters, and it acts as a catalyst for change within countries.

Through its work, CABRI continues to strive to achieve its vision that:

- Across Africa, public financial resources are managed with integrity, transparency and accountability for efficient and effective service delivery, sustainable economic growth, and development._

**Overview of the Executive Secretariat Position**

Pursuant to Article 11 of the Agreement, the CABRI Secretariat shall be headed by an Executive Secretary, appointed by the Management Committee for a three-(3)-year term, renewable for such periods as may be determined by the Management Committee.

**Responsibilities**:
By virtue of Article 11 of the Agreement, the Executive Secretary as the Head of the Secretariat, he/she shall;
1. Be the legal representative of CABRI.

2. Be responsible for the strategic leadership, management, and administration of the Secretariat as its chief executive officer.

3. Act as the Secretary of the CABRI’s General Assembly and Management Committee meetings.

4. Be responsible to grow and expand the membership base of CABRI and lead on stakeholder liaison engagement.

**Legal representative**
- The Executive Secretary shall, within limits of the rules and procedures established by the Management Committee, be empowered to undertake such management actions as shall be necessary for the implementation of CABRI’s strategic thrust and its legal interests and obligations.
- Responsible for signing agreements and contracts on behalf of CABRI and shall do so in consultation with the Management Committee where necessary.

**Tasks:
**The task of the Executive Secretary as the officer responsible for the Secretariat, include but is not limited to;
- Run the day-to-day operations of the Secretariat and to implement the policies and strategies adopted by the Management Committee.
- Manage staff and control operations of the Secretariat and shall be accountable to the Management Committee through its Chairperson for the performance thereof.
- Planning and directing the Secretariat’s performance and external obligations. This will be in addition to public relations and stakeholder liaison as well as promotional activities to develop CABRI’s membership base.
- Subject to levels of materiality agreed to by the Management Committee, the Executive Secretary shall make such decisions in terms of procurement, recruitment and travel as are necessary for the effective implementation of the Secretariat.
- Maintain regular dialogue with the Chairperson, keeping him/her informed on all operational, financial, and administrative issues concerning the Secretariat.
- Perform any other duties as assigned by the Management Committee from time to time.
- Act as the Secretary of the CABRI’s General Assembly and Management Committee meetings.
- In consultation with both the Chairpersons for the General Assembly and the Management Committee, the Executive Secretary shall be responsible for timeously preparing the agenda for both General Assembly and Management Committee Meetings.
- The Executive Secretary shall maintain a record of General Assembly and Management Committee submissions and papers, which together with the minutes of the respective meetings will be accessible to all relevant parties/stakeholders to the extent and in the manner approved by the Management Committee.
- Ensuring that Management Committee and General Assembly procedures are both followed and reviewed regularly and has the responsibility to ensure that each management Committee member is made aware of and provided with advice on their duties, responsibilities, and powers.
- Be a central source of advice to the Management Committee and its individual members on matters relating to CABRI. The Executive Secretary is also responsible for ensuring that the applicable rules and regulations for the conduct of the affairs of the Management Committee are complied with and for ensuring all matters associated with its efficient operation are maintained.
- The Executive Secretary shall provide a central source of advice to the Management Committee on issues relating to principles of corporate/administrative governance that are relevant to CABRI.

**Leadership in Africa**:

- Implementation of programmes that will contribute to enhancing and improving overall reporting, governance, and regulatory practices of the Member Countries.
