The role is responsible for all the operational aspects of running the mall and the management of all core operational staff, including handymen, service providers etc.
The role will require one to work weekends, public holidays and after hours as and when required due to operational matters needing attention.
**REQUIREMENTS**:
- A bachelor’s degree or similar.
- Proven track record of operations management and performance management in a retail centre management environment.
- Minimum of 5 years’ experience in the property facilities management industry.
DUTIES:
Provide effective operations management of property and facilities.
- Assume responsibility for the planning, development, and implementation of effective operations management policies, procedures, and planning.
- Assist Centre Manager and Chief Operations Officer in developing short and long-term goals and plans.
- Assist with long-term budget projections.
- Execute established operational goals and ensures that corporate-wide plans are complemented and supported.
- Assists in developing policies and procedures for centre operations.
- Conduct periodic reviews of existing policies and procedures to ensure maximum efficiency.
- Assume responsibility for the effective operations management of the centre and facilities.
- Coordinate and arrange third-party services of maintenance contractors, suppliers, vendors, etc.
- Deal with contractors on daily basis.
- Liaise with tenants with regards to operational problems.
- Respond timeously to emergency call outs.
- Coordinate day-to-day running and control of tenant complaints, security, air-con, cleaning, electrical, plumbing etc.
- Issues tender documents.
- Calculate operational costs for charge out to the tenants and ensure recoveries where appropriate

- Manage tenant installations within noted deadlines.
- Ensure that the Centre layout will accommodate present and future operational and space requirements.
- Conduct periodic inspections of facilities, assess problems and needs, and implements improvements in operations as appropriate.
- Coordinate maintenance activities.
- Ensure that facilities are clean, well maintained, and in good repair.
- Direct preventive maintenance procedures as appropriate.
- Ensure that the centre operations are in compliance with established procedures, policies, regulations and codes.
- Assume responsibility for the security of all the centre facilities.
- Conduct scheduled inspections of security systems and implements improvements as necessary.
- Identify security threats and develop action plans for the prevention of incidents.
- Establish and maintain security systems for the centre and for the tenants.
- Monitor shops and businesses and react on emergency calls.
- Establish and maintain security information network.
- Liaise with SAPS and local authorities.
- Plan the manning of the Centre and manage guards on duty.
- Determine the needs for security systems and equipment in accordance with security company.
- Communicate with tenants regarding security systems.
- Develop and implement security devices.
- Create security awareness amongst staff, tenants and shoppers.
- Compile budgets and control expenditure in accordance with the security company.
- Establish emergency plans.
- Coordinate an emeregency evacuation drill at least twice a year
- Assume responsibility for ensuring the efficient and cost effective administration of centre operations.
- Complete financial forecasting duties, and generate and updates schedules for building expenditures.
- Ensure that the centre’s operations are cost effective, efficient, and within established budget constraints.
- Oversee the procurement of furnishings and equipment in accordance with budget planning.
- Conduct research on vendors, contractors, and suppliers to ensure that equipment and services are of acceptable quality, competitively priced, and delivered on time.
- Ensure that all soft services and project agreements are current.
- Conduct quartely service provider performance reviews to measure service delivery
- Ensure that billing discrepancies are promptly tracked and resolved.
Finance:
- Prepare and complete budgets by May each year.
- Prepare and control 5 year operational maintenance budget & CAPEX projection for the site
- Complete forecasts timeously.
- Assist in formulation of business plans for the unit.
- Quarterly review and monitor results.
- Conduct expenditure analysis.
- Set and motivate capex requirements.
- Ensure cost-effectiveness and performance of contractors.
- Ensure the organisation conforms to capex philosophy and procedures.
- Ensure recovery of operational costs in accordance with Lease terms.
- Estimate new operating costs.
- Check and authorise payment of accounts.
- Authorise cleaning, consumables, electrical and general maintenance orders.
- Control municipal payments and recoveries there against.
