**Job Summary**:
The M&E Officer is responsible for the implementation and management of systems for monitoring, evaluation, and information management in the AHF EC Province Program.

The M&E Officer will deliver technical and administrative support services to all M&E and data related stuff; coordinate the collection, collation, validation and reporting of data of key HIV and TB programme indicators for all AHF supported sites. The position reports dual to the National M&E Manager and the Provincial Senior Medical Officer.

**Essential Duties and Responsibilities**:

- Together with the Provincial Senior Medical Officer and National M&E Manager, develop a system to monitor performance trends for the specified annual targets.
- Together with Senior Medical Officer Nurse Mentor, Prevention Programs Manager and Operations Manager develop, implement and monitor site specific M&E plans.
- Develop and monitor implementation of standardized M&E tools and SOPs according to official (DoH/Municipality and AHF) prescripts.
- Develop and implement M&E capacity building plans.
- Provide ongoing mentoring and technical support to all sites and sites in the EC province.
- Attend clinic meetings regularly and provide reports and feedback to the clinic management.
- Inform and work with the relevant clinic managers to address any challenges relating to data management and clinic performance in all sites and suggest feasible solutions.
- Work with clinic management to develop and organize data management trainings for all data personnel.
- Work with the Clinical Team SMO, Nurse Mentor, and Quality Manger) to conduct periodic data audits, and identify and implement required interventions to ensure quality data and efficient data management from site level.
- Support AHF data
- coordinators and capturers including DoH/Municipal data capturers in all AHF supported sites, to guarantee the understanding of all data elements according to the set protocols and guidelines.
- Work with data coordinators to prepare and submit weekly, monthly, and quarterly reports.
- Identify and troubleshoot data management challenges from Virtual Purple’s EMR and Tier.Net.
- Together with the pharmacy, laboratory, counseling, and linkage teams develop, implement and monitor a system to increase linkage and retention in care of patients to 85% for all AHF supported clinics using existing patient EMR systems.
- Maintains good working relations between AHF and all AHF supported sites.
- Participate in Sub District/District Indicator and Quarterly Data reviews.
- Ensure that data from all sites is protected against any form of unauthorized use. Adhere to ethical principles and policies as prescribed by the DOH POPPI ACT and AHF
- Perform any other duties assigned

**TECHNICAL SKILLS**
- Must be able to carry out basic statics in SPSS, analyze, interpret and summarize data and generate reports.
- Must be able to create queries in MS Access, have basic knowledge of SQL server, strong proven training and mentoring skills.
- Must have the ability to develop and project targets.
- Knowledge of electronic databases /software e.g. stata and Epi Info. and knowledge of systems used in the South African public health setting including ETR, TIER.net and DHIS.
- Must have experience in database management and training in monitoring and evaluation.
- Ability to read, analyze and interpret general health information reports and professional journals.
- Ability to effectively present information and respond to queries.
- Good analytical skills.

**SUPERVISORY RESPONSIBILITIES**
- The M&E Officer will supervise the Data Coordinator and Data Capturers in AHF EC Program.

**EDUCATION AND EXPERIENCE**
- Diploma or Bachelor’s degree in Demography, Health Sciences, Social Sciences or Health Information Sciences.
- Minimum of 5 years of experience in monitoring and evaluation in an HIV/AIDS, public health, community services or medical program setting, managing program data and information.
