**SCM Buyer
- Pretoria-6 Months Temp Contract -Salary R 347,039.41 pa**
**Position Purpose**
To provide and maintain a high-level administrative support and office operational capacity to ensure that goods and services are procured in accordance with the organization SCM Policy and National Treasury Regulations
**Key Performance Area**
Provide efficient and effective SCM Acquisitions Service
- Update supplier database Ensure the supplier data on SAP system is updated and 100% information complete
- Support the roll-out and implementation of policies to ensure efficient and effective of the organization procurement/ acquisition
- Ensure accurate and timely processing of all purchase orders according to the organization standard processes.
- Manage the day-to-day business relationship with key suppliers through supporting activities including ordering, communication of demand/volume/delivery time changes, facilitate quotations; facilitate the advertisements and receipt of bids, issue resolution, sharing of end-users’ feedback and follow up on backorders
- Ensure that all advertised bids are handled within the prescribed validity period
- Analyze procurement requests for quotations and sourcing suppliers for quotations
- Procurement source documents are verified and captured, once approved, the order is timeously placed with the supplier, in accordance with departmental policies and procedures and compliant with applicable legislative requirements
- Ensure compliance with relevant legislations, organization policy and any other regulations governing SCM
- Monthly monitoring and recording of deviations; non
- compliance and corrective measures implemented
- Quarterly monitoring of supplier data base
- Support the implementation of SCM Policy.
- Ensuring that goods and service are in accordance to the SCM policy and prescripts.
- Invitation of quotations from supplier database (SAP) and evaluation therefore based on the PPPFA Regulations.
- Provide support in maintaining effective systems procedures for procurement of goods and services by means of ensuring compliance to the Organization’s policies
- Compliance with National Treasury reporting requirements
**Support Reporting in SCM**
- Report non
- compliance and deviations to SCM Officer
- Draft responses to queries/ supply chain management information as required to internal and external stakeholders
- Support the compilation of monthly and quarterly reports on the above in compliance with NT reporting requirement
**Liaison with stakeholders**
- Regularly advice internal and external colleagues and management with regards to procedures and process
- Be an ambassador for the SCM function with cross functional stakeholders and suppliers.
- Develop supplier relationship to ensure continuity of goods and services that meet the quality, service, and price performance standards of the organization
- Monitor supplier’s performance to ensure service delivery
- Implementation of customer care charter
- Effective handling of queries and speedy resolution of all customer and supplier queries/ complaints
- All queries to be handled as they emerge for client satisfaction.
- Provide information to customers about the status of their orders
**Risk and Performance Management**
- Identify and report SCM risks to superior
- Safeguard SCM Information
- Support the review of SCM performance and satisfaction levels from internal customers and support the development of performance improvement plans
- Implement feedback mechanisms to obtain feedback re the experience and satisfaction of events logístical arrangements
- Support the implement corrective action where quality standards are not met
- Ensure that the corrective measures for audit queries pertaining to SCM are implemented.
**Qualification and experience**
- Relevant SCM qualification (diploma/ certificate)
- Additional SCM Course certificates and advantage
- At least 1 years’ experience in SCM environment
**Knowledge and skills competencies**
- Understanding of the company organization and processes
- Understanding of all relevant legislation impacting on the area of SCM
- Knowledge and understanding of the PFMA and all other SCM related regulations and Acts
- Knowledge and understanding of public sector bid processes
- Knowledge and understanding of the accounting function within SCM
