- Type of position- Fixed Term Contract- Education- Degree- Closing Date- 6/9/2024- Job DescriptionThe USAID South Africa ACCELERATE 1 (TB High Burden) Project, for which mothers2mothers (m2m) is a sub-awardee under the Aurum Institute, aims to accelerate TB elimination through targeted technical support at the national level and tailored technical and direct support at the provincial and district levels, within communities and respective health care facilities where the TB burden is high, namely Gauteng (Tshwane and Sedibeng districts), and KwaZulu
- Natal (Amajuba and uThukela districts).
The Strategic Information Manager will be the lead technical expert responsible for all strategic information responsibilities related to the program, including all monitoring, evaluation, analytics, and reporting of performance and results. S/he will lead Activity efforts to strengthen monitoring and evaluation, and performance reporting within the geographic area of Activity, which may include overseeing support to community teams to monitor, document and analyse the performance trends of the said project and ensure good data quality. S/he will liaise with relevant technical advisors, counterparts responsible for district and provincial level strategic information and monitoring, evaluation.

This position is based in Gauteng, Pretoria.

**Key Performance Areas**:
**Planning and Implementation of the Routine M&E System**:

- Develop and adapt the project M&E system in line with the Acc 1 project priorities and organisational M&E framework
- Management of project specific M&E Framework and Plan including systems requirements
- Manage project evaluations including synthesis of information and managing dissemination towards improved knowledge sharing/management
- Facilitate data utilisation including guiding routine project performance monitoring ensuring provision of analytical data to inform effective QA/QI
- Provides leadership, management and oversight of development of M&E guidance, SOPs, tools and materials related to the routine M&E system
- Liaise with external and internal stakeholders in developing and documenting the routine SI system inclusive of, but not limited to a results framework, indicator list (including operational definitions), a Data Flow Diagram, reporting schedule and reporting templates, routine SI Tools, a Data Management System, as well as Data Quality Audit tools and processes.
- Coordinate project operations research & publications portfolio in collaboration with Country Representative and Senior Programme Manager as well as the project team
- Ensures country level M&E plans are consistent with organizational M&E planning and priorities
- Works as integral member and contributes to other interdisciplinary initiatives
- Manages and oversees quality of M&E system development for the projects
- Identify and address data collection and reporting challenges in each m2m supported country.
- Ensure high quality data generated from M&E system within and across all project sites
- Encourage data use for decision making by all levels of program staff.
- Identify available additional data sources (District/MOH data, etc) for episodic collection or integration into routine data collection system.
- Lead development and implementation of M&E work plans.
- Development of M&E guidance, SOPs, tools and materials related to the routine M&E system
- Perform monthly QA/QI on routine reporting and outputs

**Information Management and Reporting**:

- Lead project M&E related internal and external reporting, providing relevant strategic information for evidence-based programmatic and strategic decision-making
- Provision of strategic information for project level decision making in relation to programme performance monitoring, planning, resource mobilisation, strategic positioning and programme design.
- Design, implement and oversee tailor-made digital reporting systems for multiple stakeholders using a DHIS2 platform.
- Lead and support monthly data quality reviews and provide systematic feedback to all stakeholders to ensure that standards of the highest data quality are maintained.

**Performance Management, Learning & Development**:

- Oversight & development of M&E technical expertise for project team to ensure adequate capacity to support project activities.
- Lead M&E training and capacity building efforts among M&E and SI staff
- Provides technical support, guidance and input to HR and line managers for the recruitment, orientation and ongoing performance review of M&E staff
- Prepare performance management plans for all the M&E staff in line with the strategic objectives
- Manage project M&E team ensuring adequate staffing and capacity.
- Coach staff, to develop a well-supported, high performing, and efficient team.
